Administration versus management in schools: excerpt from page 35 of the BED 111 notes

Excerpt from page 35

The basic idea

The terms administration and management are often used together, but they do not mean the same thing. Administration is concerned with making policy and setting goals. Management is concerned with carrying out those policies and getting things done.

Definition of management

Management is the process of getting things done through and with people by planning, organising, directing and controlling the available resources efficiently, so that the goals set by administration are achieved. In a school, management is the day-to-day running of the institution.

Three viewpoints on how they relate

  • Administration is above management: administration is the higher-level function (policy, goals) and management the lower-level one (execution). Oliver Sheldon, Ordway Tead and Spriegel hold this view.
  • Management is the broader term: management is the whole process and administration is one part of it. E.F.L. Brech and Kimball and Kimball hold this view.
  • Both are the same: the modern view treats the two terms as interchangeable; in a school, the Head performs both functions.

Points of difference

  • Nature: administration is a thinking and decision-making function; management is a doing, executive function.
  • Level: administration works at the top (Ministry, board, Directorate, managing committee); management works at the middle and lower levels (Principal, heads of department, teachers).
  • Decisions: administration decides what is to be done and when; management decides how it is to be done.
  • Influence: administration is shaped by public opinion, government policy and social forces; management is shaped by the decisions of administration.
  • Skills: administration needs conceptual and judgemental skills; management needs technical and human skills.
  • School example: the board decides the syllabus and exam scheme, and the Directorate decides admission policy; the Principal prepares the timetable, conducts exams and allots duties.

Key point

In practice, and especially in a school, the two overlap. The Head is an administrator when planning the school's policies and a manager when carrying out daily work. Administration gives the direction; management provides the action.

Do the BED 111 notes cover the full GGSIPU syllabus?

Yes. Every official BED 111 topic has a matching numbered topic in the notes, and page 77 guides all four practical assignments; the field task itself (15 marks) is yours.

How to write BED 111 answers: structured long answers with comparison tables, acronyms and RTE sections

BED 111 is a descriptive paper, so structure matters as much as facts. The notes' exam tips repeat one pattern: meaning, one or two named definitions, points under headings, a comparison table where two ideas meet, and a short conclusion.

Page 8 applies it to functions of the school, written under four heads: individual, social, cultural, national. For leadership styles, page 51 suggests one autocratic, democratic and laissez-faire table, ending with why democratic leadership suits schools.

Two more habits are worth copying. Write acronyms in full the first time (POSDCoRB, PDCA, SMART), and quote the law where it fits: RTE Section 17 on punishment, Section 21 on the SMC, Section 22 on the SDP. For TQM, page 70 gives the order: definition, Deming, principles, a PDCA example, structure, functions.

Worked example: short answer on "What is a Log Book? Who maintains it?"

Start with the meaning: a log book is a permanent record of the important events of a school, such as inspections, visits of officers, changes in staff and inspectors' remarks. Then answer the second part directly: entries are made by the Head, and they cannot be altered. Close with its purpose: it is a general record checked during inspection.

Common mistake: writing POSDCoRB as a list of letters with no school example. Practise this format on GGSIPU B.Ed important questions.

The BED 111 notes list 61 short-answer and 36 long-answer exam-oriented questions across 4 units. Four of them, one per unit:

  1. Unit 1: What is a School Complex? Which commission first recommended it? Pointer: nearby schools linked to one secondary school to share labs, libraries and teachers; Kothari Commission (1964 to 66), revived by NEP 2020.
  2. Unit 2: What is meant by POSDCoRB? Expand it. Pointer: Gulick and Urwick (1937): Planning, Organising, Staffing, Directing, Coordinating, Reporting, Budgeting, each with a school example.
  3. Unit 3: Write the six types of school climate given by Halpin and Croft. Pointer: Open, Autonomous, Controlled, Familiar, Paternal, Closed; open is the most desirable, closed the least.
  4. Unit 4: What is Shaala Siddhi? Name its key domains. Pointer: NIEPA's school standards and evaluation programme (2015) with seven domains, from enabling resources to community participation.

More practice sits in the BED 111 important questions.

The same team prepares GGSIPU important questions for every course, checked unit by unit against the official PDF.

BED 111 and the GGSIPU B.Ed Sem 1 papers it connects to

BED 111 has no lab paper; its practical side is one field task, listed on the GGSIPU B.Ed syllabus page.

Each task leans on one part of the notes: Unit 1, topic 3 for the records assignment; Unit 2 (SDP, SWOT) and Unit 4 (supervision) for the meeting with the Head; Unit 3, topic 6 (aSc and FET software) for the ICT timetable; and Unit 2, section 5.3 for the Directorate of Education chart.

Semester 1 papers that link to BED 111:

  • BED 153 PSE-1: school visits where Unit 1 records and Unit 3 timetables are seen at work.
  • BED109 Critical Understanding of ICT: the tools used here for records and timetables.
  • BED 103 Philosophical Foundations of Education: Dewey's school as a miniature society, used in Unit 1.
  • BED 101, BED 105, BED 107 and BED 151 complete the semester.

Later, Unit 3's leadership material grows into the BED 234 School Leadership elective (Semester 4).

Page 77 says what to include for each; the school visit and the file are your own work.

Which RTE sections should I remember for BED 111?

For BED 111, learn Section 17 (no physical punishment or mental harassment), Section 21 (the SMC, 75% parents), Section 22 (the School Development Plan) and Section 29 (the basis of CCE).
