Value Highlights

MEC 108 Solved Guess Paper gives you 12 fully written answers, not a bare topic list you still have to research yourself.
Every answer is trimmed to the exact word target IGNOU expects, 450 words for 20 marks and 250 words for 12 marks.
Each question carries its block, its section and the sessions in which that topic has previously appeared.
Answers open with a textbook definition and a scholar citation, which is where Section A scripts usually gain or lose marks.
Concrete book examples are built in, Nauru for sustainability and COVID-19 for health externalities, not vague filler.
A priority legend tags every question High or Medium so you know what to revise first on a short timeline.
A do not prepare list is included, so you stop wasting hours on topics that have appeared only once in six papers.
Delivered as a clean PDF on WhatsApp, readable on a phone, so revision works on the bus and in the queue too.

What You Get in the MEC 108 Solved Guess Paper 2026

The MEC 108 Solved Guess Paper 2026 is a 21 page PDF containing 12 exam ready questions with complete written answers, mapped block by block to the IGNOU syllabus for Economics of Social Sector and Environment. Four of those questions are written to the 20 mark Section A length and eight are written to the 12 mark Section B length, which is exactly the shape of the Term End paper you will sit.

Most students who fail this paper do not fail because the theory is hard. They fail because they walk in having read six blocks with no sense of which fifteen or twenty ideas actually carry marks. This file removes that guesswork. Every answer opens with a definition and a named scholar, moves through numbered points, and closes with one evaluative line, because that is the structure IGNOU evaluators scan for when they are marking a hundred scripts in a sitting.

MEC 108 Solved Guess Paper Sample Questions With Answers

Five of the twelve questions are reproduced below in condensed form so you can judge the writing quality before you enquire. These are genuine extracts from the file, not rewritten teasers. The full versions run to the stated word count and include the comparison tables, diagram descriptions and formula lines that have been trimmed here for page length.

Sample 1HIGH20 marksBlock 5, Sustainable Development

Define weak sustainability and strong sustainability. Discuss which one is better and why.

Definition used in the file: a development is weakly sustainable if it is non diminishing from generation to generation, sustainability being essentially a problem of managing a nation's portfolio of capital at a constant level (Brekke, 1997).

Weak sustainability requires maintenance of per capita income from the total capital stock in monetary terms with no regard to its composition, since all forms of capital are assumed to be perfect substitutes. The answer works through the Pearce and Atkinson rule, Z equals S/Y minus dM/Y minus dN/Y, with the economy weakly sustainable when Z is positive.

Strong sustainability requires every form of capital to be held intact independently, treating them as complements rather than substitutes. Maintaining aggregate capital is the necessary condition, a non declining natural capital stock is the sufficient condition, and no substitution is permitted even at the margin.

The example that earns the mark: Nauru, mined extensively for phosphate, with royalties parked in a trust fund. By the 1990s roughly 80 per cent of the island was biologically devastated and the trust fund had been wiped out by the Asian financial crisis. One case, and the weak sustainability argument collapses in front of the evaluator.

The full answer adds a three row comparison table on substitutability, treatment of natural capital and risk profile, plus the evaluative conclusion.

Sample 2HIGH12 marksBlock 3, Economics of Health

Discuss whether health is a pure public good.

Definition used in the file: a pure public good is both non rival and non excludable, while a merit good is a commodity an individual or society should have on the basis of need rather than ability and willingness to pay (Musgrave).

Why health is not entirely a public good: hospital beds and physician time are rival and excludable, since one patient occupying a bed prevents another from doing so. Medicines and curative care are consumed individually at a stated price and fail the non rivalry test outright.

Where the public good character survives: communicable disease prevention. Vaccinating one person lowers the probability of another contracting the disease, a positive physical externality. Once coverage is achieved nobody can be barred from the benefit and additional beneficiaries do not diminish anyone else's protection.

The full answer closes on Musgrave's merit good argument and the implicit redistribution delivered through primary healthcare.

Sample 3HIGH12 marksBlock 3, Economics of Health

Explain the concept of moral hazard. Discuss the two types associated with the health insurance market.

Answer opens on the mechanism, not the definition alone. Insurance lowers out of pocket expenditure and shifts the consumer's effective price from p1 towards zero, so the consumer demands additional units of care for which marginal cost exceeds marginal benefit. That gap is the welfare loss.

Demand side moral hazard: after taking cover the patient presents at a higher claimed severity than the actual severity and demands extra treatment, because additional spending now appears to deliver positive marginal benefit. The premium rises accordingly and the additional consumption is, in the textbook's phrase, not worth it.

Supply side moral hazard: physicians and hospitals recommend costly tests and procedures that are not medically required, increasing the volume of physician services once the patient moves from uninsured to insured status.

The full answer adds the two sided link with asymmetric information and the standard responses of co payments, deductibles and gatekeeping.

Sample 4MEDIUM12 marksBlock 5, Sustainable Development

Compare the efficacy of carbon tax and tradable permits to contain carbon emission.

Carbon tax is a per unit levy charged on users of carbon based fossil fuels. It raises the relative price of coal, oil and natural gas, pushing consumers towards lower carbon alternatives and giving producers a standing incentive to develop cleaner technology.

Tradable permits allocate each nation a permissible emission level, with total permits set equal to the desired target. If global emissions run at 6 billion tonnes and the goal is a cut of 1 billion, permits are issued for 5 billion tonnes. Under the Kyoto Protocol of 1997 the United States accepted 7 per cent, Japan 6 per cent and Europe 8 per cent reductions below 1990 levels.

The line examiners reward: a carbon tax fixes the price of pollution and lets quantity adjust, tradable permits fix the quantity and let price adjust through trading. Tax is administratively simpler, cap and trade delivers certainty about the total, which matters when scientific thresholds are in play.

Sample 5MEDIUM12 marksBlock 1, Society Environment and Economy

Discuss the limitations of the Coase Theorem.

The theorem holds only under tightly idealised conditions. With well defined property rights and zero transaction costs, private bargaining resolves externalities efficiently and no government intervention is needed. The textbook then dismantles that in seven steps.

Imperfect competition breaks the bargaining curve, which becomes MR minus MC rather than P minus MC. Multi party bargaining makes the two bargainer assumption unrealistic. Positive transaction costs decide the outcome, so that a bargain occurs when T is less than B and government regulation becomes efficient when T exceeds G which exceeds B.

Wealth effects mean the final bargain depends on which side holds the right. Long lived pollutants such as radioactive waste and atmospheric carbon affect generations who cannot sit at the table. Open access resources leave it unclear who bargains with whom, and sufferers frequently cannot identify the source of the harm at all.

The full answer numbers all seven limitations with the textbook's own sub arguments and closes on why Pigouvian taxes survive.

These five are on the page. The remaining 7 questions, including Becker's elite and egalitarian models, adverse selection, total economic value and the CPR game theory answers, come in the complete file.

Beyond the twelve answers, the file carries four short reference pages: a reading note explaining the frequency logic, an exam pattern rule sheet, a do not prepare list, and the six session frequency matrix reproduced in the frequency section below.

How the MEC 108 Guess Paper Was Built From Past Papers

The 12 questions come from a frequency and gap analysis of five years of Term End papers, not from guesswork. Every paper released for Economics of Social Sector and Environment across that window was tabulated topic by topic, then two rules were applied. A topic that has repeated four or more times is tagged High. A topic that was once frequent but has been absent from recent sittings is also tagged High, because IGNOU rotates rather than retires its favourites.

That second rule is the part most guess papers miss. Becker's models and the Coase limitations both went quiet in the most recent sittings, which is exactly why they are in this file at High priority rather than dropped. A topic sitting out two consecutive papers is not a dead topic in a course with only six blocks to draw from.

You can run the same check yourself. Pull the IGNOU Previous Year Question Paper set for this course code, tally the topics across the last six sittings, and you will land on broadly the same shortlist. What takes you a weekend of tabulating is already done in this file, with the answers written to length on top.

Answers themselves are written strictly from the IGNOU MEC 108 blocks published on eGyanKosh, so the terminology, the scholar citations and the figures match the book your evaluator marks against. Nothing is imported from external textbooks or general economics writing that sits outside the prescribed six blocks.

MEC 108 Economics of Social Sector and Environment Block and Unit Syllabus

MEC 108 runs across 6 blocks and 19 units, and the guess paper draws from all six. The table below sets out what each block actually contains and which of the twelve questions it feeds, so you can see the coverage balance rather than take it on trust.

Block and unit structure of IGNOU MEC 108 Economics of Social Sector and Environment, with the concepts examined and the guess paper questions drawn from each block
BlockBlock title and unitsConcepts that carry marks in this blockQuestions from this block
Block 1, Units 1 to 3Society, Environment and Economy. Society, State and Market; Economy and Environment; Society and EnvironmentCoase Theorem and its seven limitations, transaction cost thresholds, Pigouvian correction, market versus State provision of social goodsQ12
Block 2, Units 4 to 6Economics of Education. Read alongside the blocks themselves. A guess paper is a targeting tool, not a substitute for the book, and students who pair the two consistently outperform students who use either alone. Our MEC 108 Study Material notes cover the block content in the same sequence if you want the underlying theory in a shorter form.

MEC 108 Important Questions, Block Wise Frequency and Priority

Twenty three topics were tracked across six consecutive question papers, and only nine of them carry a High priority tag. That concentration is the whole argument for using a guess paper on this course. Below is the working, condensed to the topics that decide your result.

Frequency of MEC 108 important questions across six Term End papers, with the priority tag applied to each topic
TopicAppearances in six papersWhy it carries this tagPriority
Sustainable development concepts4The single most repeated theme, appearing in both Section A and Section B formsHigh
Renewable resources, fishery and MSY5Recurs almost every sitting, usually as a 12 mark Section B questionHigh
Health as public good and Grossman model4Alternates between the merit good framing and the Grossman demand framingHigh
Externalities in health, COVID-19 framing3Rewritten around the pandemic example in recent sittings, so the example mattersHigh
Education as public or merit good3Frequently paired with a sub part on State financing of educationHigh
Moral hazard in health insurance2Recent and consistent, and it pairs naturally with adverse selectionHigh
Adverse selection in health insurance2Appeared most recently as a 20 mark question, which raises its weightHigh
Becker's models and human capital2Absent from the two most recent papers, a classic rotation gapHigh
Total economic value of environment1Block 4 is thinly examined, so this is the one topic from it that reliably returnsHigh
Carbon tax and tradable permits1Single appearance, but it is short, self contained and cheap to prepareMedium
Discount rate in climate change2Nordhaus versus Cline is a compact answer that examiners likeMedium
Coase theorem limitations1Overdue on rotation and Block 1 is otherwise thinly examinedMedium
CPR and tragedy of the commons1Game theory framing makes it distinctive, so it returns periodicallyMedium
Green accounting, SEEA and ENRAP2Usually a definitional 12 marker rather than an analytical oneMedium
Spence signalling, KAYA identity, IPAT1 eachOne off appearances, listed in the do not prepare section of the fileLow

The same frequency method is applied across the whole programme, so if you are sitting more than one paper this session the MAECO Guess Paper set is worth checking for your other course codes before you plan your revision order.

MEC 108 Exam Pattern, Marks Split and Word Targets

MEC 108 is a 3 hour paper worth 100 marks, split into Section A with 4 questions of 20 marks each where you attempt any 2, and Section B with 8 questions of 12 marks each where you attempt any 5. Two twenties and five twelves gives you the full hundred, which is why the guess paper is built as four Section A answers and eight Section B answers.

MEC 108 Term End Examination structure, attempt rules and the word targets used in the guess paper answers
SectionQuestions setAttemptMarks eachWord target usedTime to allow
Section A4Any 220About 450 to 500 wordsRoughly 40 minutes each
Section B8Any 512About 250 wordsRoughly 20 minutes each

Two practical warnings that the file repeats. Both sections can carry sub parts, so an eight plus twelve or a ten plus ten split inside a single question is normal and your answer must be split to match. And older sittings occasionally used a longer Section A format, so keep the depth ready even though you write to the 450 word target.

Overshooting the word count is a real risk on this paper. Writing 700 words for a 12 mark question costs you the time you needed for the fifth answer, and evaluators do not award extra marks for volume. The word targets in the file are deliberately tight for that reason.

Who the MEC 108 Guess Paper Is Built For

This file suits students with limited time who have read the blocks at least once and need to convert that reading into exam scripts. It is a targeting and writing tool. It is not a replacement for the study material, and we would rather say that plainly than oversell it.

It fits you well if you are working or managing family responsibilities alongside your degree, if your exam is four to six weeks away, if you understand the concepts but freeze on how to structure a 20 mark answer, or if you are reappearing and want to concentrate on the topics that actually recur. Students enrolled in IGNOU's Master of Arts (Economics) / MAECO programme typically use it in the final revision window rather than at the start of the session.

It fits you badly if you have not opened the blocks at all, if you are hoping twelve questions will guarantee a specific mark, or if you want the paper predicted question by question. No honest guess paper does that. What this one does is narrow six blocks down to the twelve answers most likely to earn you marks, and write them properly.

MEC 108 Guess Paper Frequently Asked Questions

How many questions are there in the MEC 108 guess paper?

There are 12 questions in total, each with a complete written answer. Four are written to the 20 mark Section A length of about 450 words and eight are written to the 12 mark Section B length of about 250 words. Five of the twelve are shown as samples on this page, and the remaining 7 are in the file that is shared on WhatsApp after you enquire.

Is the MEC 108 guess paper useful for the December 2026 exam?

Yes, the file is prepared for the December 2026 Term End Examination and the answer content applies to the June 2027 sitting as well, since the six blocks do not change between sessions. The priority tags are refreshed whenever a new question paper is released, so mention your session when you message and you will be told if a revised edition is on the way.

Does the MEC 108 guess paper guarantee that these questions will come in the exam?

No, and any seller promising that is not being straight with you. The 12 questions are selected by frequency and rotation analysis of six past papers, which raises your odds considerably but guarantees nothing. Students who write eight of these twelve confidently are usually in comfortable territory, because the answer structure transfers even to questions that are not on the list.

What is the exam pattern for MEC 108 Economics of Social Sector and Environment?

The paper runs 3 hours for 100 marks in two sections. Section A sets 4 questions of 20 marks and you attempt any 2. Section B sets 8 questions of 12 marks and you attempt any 5. Sub parts inside a question are common, so a single question may split into eight plus twelve or ten plus ten, and your answer needs to be divided accordingly.

Are the MEC 108 answers written from the IGNOU book or from outside sources?

Every answer is written strictly from the six IGNOU blocks for this course, published on eGyanKosh. Definitions, scholar citations, figures and examples are taken as the book states them rather than rounded or paraphrased loosely. Topics that sit outside the prescribed blocks are deliberately excluded, because evaluators mark against the book and not against general economics reading.

How is the MEC 108 solved guess paper delivered after I enquire?

It is delivered as a PDF file on WhatsApp at 9899436384, usually within the same conversation. The layout is built for phone reading, so you can revise from the file directly without printing. Send your course code in the first message and confirm the Term End session you are sitting, and availability will be confirmed to you before anything else happens.

Which blocks of MEC 108 does the guess paper cover?

All six blocks are represented. Block 5 on Sustainable Development contributes four questions and Block 3 on Economics of Health contributes three, which reflects how heavily those two areas have been examined. Blocks 1, 4 and 6 contribute one question each and Block 2 on Economics of Education contributes two. The full mapping is set out in the index table above.

Can I use the MEC 108 guess paper for my assignments as well?

The answers are written to Term End examination length and structure, not to assignment format, so they work better as revision and reference than as assignment copy. Assignment questions for this course change each session and carry their own word limits. Message the number above with your session details if you need assignment material for MEC 108 separately.
