Course Overview

BPAC 108 Solved Guess Paper 2026 is a 16 page examination file built for students of Public Policy and Administration in India who have to sit the June 2026 or December 2026 Term End Examination. It carries thirteen predicted questions with complete written answers, each one mapped to the block and unit it comes from, and each one sized to the roughly 400 word limit that the BPAC 108 paper actually expects.

Five of those thirteen answers are printed in full on this page, one from every block of the course, so that you can judge the quality of the writing before you ask us for anything. The remaining eight questions with their answers are supplied on WhatsApp. Nothing on this page is a teaser paragraph or a truncated answer. What you read below is exactly what the file looks like inside.

BPAC 108 Solved Guess Paper 2026 at a Glance

What the file gives you

  • BPAC 108 Solved Guess Paper 2026 covering thirteen predicted questions across Block 1 Public Policy, Block 2 Decentralisation, Block 3 Budget, Block 4 Citizen and Administration Interface and Block 5 Social Welfare Administrations.
  • Every answer opens with a textbook definition attributed to the scholar who framed it, from Easton and Lindblom on policy models to Vasey and Heywood on social welfare, because that is the opening the examiner is trained to look for.
  • Answers are written in plain sentences that a student can read once and reproduce in the hall, not in dense academic paragraphs that have to be decoded first.
  • Each question carries a priority tag of High, Medium or Low based on how often that topic actually appeared between June 2023 and December 2025.
  • Block and section mapping printed above every answer, so revision can follow the two Section structure of the real paper.
  • Dates, Acts and counts are stated precisely, such as the 73rd and 74th Amendments, the RTE Act 2009, MGNREGA 2005 and the ten principles of the National Health Policy 2017.
  • A two page examiner strategy section tells you what to write first, what to skip and which four topics are not worth over preparing.
  • Delivered as a PDF on WhatsApp 9899436384, usually within a few minutes of your message.

If you are collecting material for other courses in the same semester, our full IGNOU Solved Guess Paper library follows the same format for every code, so the revision habit you build here carries across the rest of your programme.

Alongside the thirteen answers, the file closes with a two page examiner strategy section. It sets out the exam pattern, names four topics that are not worth over preparing, and lists five things examiners reward. Students who already keep our IGNOU Previous Year Question Paper set will find that section reads as a direct commentary on those papers.

BPAC 108 is organised into 5 blocks and 14 units, and the guess paper draws from every one of the five blocks. The table below is the official structure of the course as published on IGNOU's eGyanKosh repository, with the topics each unit actually asks you to know.

Unit 12 on food policy is the one unit we have deliberately kept as a backup rather than a core answer, and the reasoning is explained inside the file. Students who want unit wise notes to sit beside the answers can pick up our BPAC 108 Study Material set, which follows the same block order as the table above.

How This BPAC 108 Solved Guess Paper Was Prepared from Previous Year Papers

We read five years of BPAC 108 Term End Examination papers, then mapped the six most recent sessions from June 2023 to December 2025 question by question, and analysed the December 2025 paper line by line before writing a single answer.

The method is simple and it is the same one we use for every code. First, each question from every paper is stripped down to the topic it is really testing, because IGNOU rephrases the same topic three or four different ways. Second, those topics are counted across sessions. Third, the gaps are identified, meaning the high value topics that have been absent for two or three sessions and are statistically due.

That third step is where most predicted question lists fall down. A topic that appeared in the last three papers running is likely to appear again, but so is a Block 3 budgeting question that has been quiet since December 2024. Both kinds are in this file, which is why thirteen questions are enough to cover a paper where you only have to answer five.

Every answer was then written against the IGNOU textbook rather than from general knowledge. Scholar names, years, Act numbers and the exact counts that the book uses are all preserved. If the textbook says the Citizens' Charter has six principles, the answer says six and names all six, because that is the level of specificity that separates a 14 mark answer from a 9 mark one.

The verification sources we used are public. The official BPAC 108 question papers are hosted at IGNOU's previous question paper archive and the block and unit structure is confirmed on eGyanKosh. You are welcome to check our frequency table against them.

BPAC 108 Exam Pattern and Answer Writing Method for June and December 2026

The BPAC 108 paper is three hours long, carries 100 marks, and asks you to answer any five questions out of eight in about 400 words each, choosing at least two from each Section. All questions carry equal marks, which means every question is worth 20.

Two structural facts change how you should revise. Because you must take at least two from each Section, a candidate who has only prepared Block 1 and Block 5 can get stranded. And because recent sessions have used all 20 mark questions while earlier ones split some into 10 plus 10 short notes, you need to be comfortable writing both a full answer and a compact note on the same topic.

The answer structure we use throughout the file is deliberate. Open with the textbook definition and the scholar's name, move into numbered points with bold lead words, and close with one evaluative sentence rather than a summary. Examiners scanning fifty scripts an hour find the marks faster when the structure is visible on the page.

On timing, 400 words in about 30 minutes leaves you 30 minutes across the paper for reading and checking. Students preparing other papers in the same programme often revise this alongside the wider BAPAH guess Paper collection so the answer format stays consistent across all their scripts.

Topic Repeat Frequency in BPAC 108 Question Papers from June 2023 to December 2025

Twenty topics were tracked across six consecutive sessions, and nine of them qualified as High priority by appearing four or more times or by being a recent paper gap. This table is reproduced from the file so you can see the evidence behind the thirteen predictions.

Read the Low rows carefully, because they are as useful as the High ones. Right to Information has not appeared once in these six sessions and the Lokpal question surfaced only in June 2025. Neither is worth a week of your revision, which is exactly the sort of judgement the strategy page in the file spells out.

Who Should Use This BPAC 108 Guess Paper and Who Should Not

This file suits a student who has two to three weeks left before the BPAC 108 examination and needs a focused, defensible list of what to write. It is not a substitute for the IGNOU textbook and we do not pretend otherwise.

It works well for BAPAH and BAPSH students who are juggling four or five papers in one session and cannot read fourteen units for each. It works for repeat candidates who failed on answer structure rather than on knowledge, because the format here is what corrects that. It also works for students studying in Hindi medium who prefer to revise concepts in English and then write in Hindi.

It is the wrong purchase if you have not opened the book at all and expect thirteen questions to carry you through a 100 mark paper with no reading. It is also the wrong purchase if you want an assignment file, because assignment questions are set separately by IGNOU each session and are not the same as Term End Examination questions.

Frequently Asked Questions About the BPAC 108 Guess Paper 2026

What exactly is included in the BPAC 108 Solved Guess Paper 2026?

The file holds thirteen predicted questions with complete written answers across all five blocks of BPAC 108, running to sixteen pages. Ten answers are written at around 450 words for 20 mark questions and two are short note sets worth 10 plus 10 marks. A two page examiner strategy section and a six session frequency table are included at the end.

How many BPAC 108 questions are shown on this page and how many are in the full file?

Five complete answers are printed on this page, one from each block of BPAC 108, and the full file contains thirteen. That leaves eight questions with answers that are supplied on WhatsApp once you order. The five samples are reproduced exactly as they appear in the PDF, with no shortening, so what you see is what you receive.

Is the BPAC 108 guess paper useful for both BAPAH and BAPSH students?

Yes. BPAC 108 Public Policy and Administration in India is taught in Bachelor of Arts (Honours) Public Administration and Bachelor of Arts (Honours) Political Science, and the question paper is identical for both. The blocks, units and Term End Examination pattern do not change between the two programmes, so the same thirteen answers serve BAPAH and BAPSH candidates equally.

Which BPAC 108 question papers were analysed to build these predictions?

We studied five years of Term End Examination papers and then mapped six consecutive sessions from June 2023 to December 2025 topic by topic. The December 2025 paper was analysed line by line because it is the most recent signal available. The resulting frequency table appears both in the file and in the frequency section above this FAQ.

Will the same questions appear in the BPAC 108 June 2026 exam?

No honest publisher can promise that. What the file gives you is a probability ranked list built from six sessions of evidence, covering the topics that repeat and the high value ones currently overdue. Since you answer only five questions out of eight in BPAC 108, thirteen well chosen answers give you a wide margin rather than a guarantee.

Does the BPAC 108 file include Hindi medium answers?

The answers in this file are written in English. Many Hindi medium students use it to fix the structure, the scholar names and the dates, then write the paper in Hindi, since terms like MGNREGA, RTE Act 2009 and the 73rd Amendment stay the same in both mediums. Message us on WhatsApp if you need help with specific terminology.

How long does delivery of the BPAC 108 guess paper take?

Delivery is manual and usually happens within a few minutes of your message during working hours. Send the code BPAC 108, your programme and your session to 9899436384 and the PDF arrives on the same WhatsApp thread. Nothing is posted, so there is no shipping wait, no courier tracking and no address to share with us. Late night messages are answered the following morning.

Is this BPAC 108 guess paper an official IGNOU publication?

No. Unnati Educations is an independent academic support platform and is not affiliated with, endorsed by or connected to Indira Gandhi National Open University in any way. Answers are written by our own faculty from the prescribed IGNOU BPAC 108 textbook and checked against past papers. For the official syllabus, examination dates and results, always refer to ignou.ac.in and the eGyanKosh repository.
