Value Highlights

ECO 13 Solved Guess Paper 2026 carries 13 exam-ready Business Environment questions with complete written answers.
Every answer opens with the IGNOU book's own definition, then follows the exact headings and counts examiners reward.
Question selection comes from six real term-end papers between June 2023 and December 2025, so nothing here is a random prediction.
Answers are written to IGNOU word limits, roughly 250 words for a 10-mark question and 150 words for each 5-mark short note.
Each question is tagged with its block, unit and last-appeared sessions, so your revision order is decided for you before you start.
The English is deliberately simple, so a working student can read one answer once and reproduce its structure inside the exam hall.
Coverage runs across all four blocks, from non-economic environment in Block 1 to the New Economic Policy in Block 4 of ECO-13.
You receive a print-ready PDF on WhatsApp 9899436384, and you can ask doubts on the same number till your exam day.

Course Overview

ECO 13 Solved Guess Paper is a 15-page revision file that carries 13 most-probable term-end questions of Business Environment along with their complete written answers. It was prepared after reading six IGNOU question papers of ECO-13 back to back, marking which topics returned session after session, and then writing one clean answer for each repeating topic straight from the IGNOU study material.

Most learners who fail ECO-13 do not fail because the subject is hard. They fail because they open a 16-unit book two weeks before the exam and try to read all of it. The paper asks only five answers out of eight questions. This file is built around that single fact, so your revision stays inside the topics that the examiner keeps coming back to.

Sample 1Block 1 / Unit 12+8 marksAppeared Dec 2025, June 2025, Dec 2023

What is meant by business environment? Discuss the various non-economic environmental factors of business.

Meaning. The term environment refers to a set of external factors and forces which lie outside the control of the firm, and which a firm individually cannot influence. Business environment supplies the macro-economic setting in which a business firm, itself a micro-economic unit, has to operate. On the basis of the relevance of these factors, the environment is classified into economic and non-economic environment.

Non-economic factors. The country's history, culture, sociology, political system and legal structure together form the non-economic environment. The book discusses five factors.

1. Sociological factors: society's attitude towards managers, authority, work, wealth and status, along with customs, class structure, the caste system, attitude to education and consumption habits, all of which shape business strategy.

2. Political and legal environment: ideology of the ruling organisation, role of bureaucracy, political stability, legal enactments, flexibility of constitutional amendments and foreign policy.

3. Competitive environment: whether the market is one of perfect competition, monopolistic competition or oligopoly decides the market power a firm enjoys, and laws such as the MRTP Act regulate that competition.

4. Demographic environment: size, growth rate, sex composition, family size and religion of the population, which directly affect labour supply and demand for goods.

5. Physical and technological environment: geographical factors force changes in the product mix, while technology brings rapid growth along with social costs such as pollution.

Conclusion. Business environment is dynamic and uncontrollable, and its non-economic factors interact closely with the economic ones, so success depends on how well a firm foresees and adapts to these changes.

Sample 2Block 1 / Unit 32+8 marksAppeared Dec 2025, June 2025, Dec 2024

What is meant by social responsibility of business? Describe its various dimensions.

Meaning. Social responsibility of business refers to the obligation of business firms to adopt policies and lines of action which are desirable in terms of the expectations and interests of society. Business is not only an economic function chasing customer satisfaction and gain, it is also a social function carrying obligations. Classical economists such as Milton Friedman, F. A. Hayek and Gilbert Burck held the opposite view till the early 1970s.

Dimensions. The book groups these responsibilities towards five sections.

1. Shareholders: a fair rate of dividend or fair return on the capital invested, with economic and political security of that capital.

2. Employees: fair wages judged by adequacy, equity and human dignity, harmonious superior-subordinate relations, and welfare amenities.

3. Consumers: to satisfy genuine needs and to stay away from hoarding, profiteering, artificial scarcity and misleading advertisements, supplying quality goods at reasonable prices.

4. Government: to run the business as a law-abiding unit, pay all taxes honestly, and refrain from corrupting public servants or the democratic process.

5. Community: to balance business needs with society through environmental protection, pollution control, conservation, rural development and relief to victims of calamities.

Conclusion. Being socially responsive is in the long-run self-interest of business, because a healthy and educated society produces better employees, better customers and better neighbours.

Sample 3Block 2 / Unit 75+5 marksAppeared Dec 2025, June 2025, Dec 2023

Discuss the consumer's rights. Explain the salient features of the Consumer Protection Act, 1986.

Consumer rights. Section 6 of the Consumer Protection Act, 1986 gave statutory recognition to six basic rights.

1. Right to safety: protection against goods and services that are hazardous to life and property. 2. Right to be informed: information on quality, quantity, potency, purity, standard and price. 3. Right to choose: assured access to a variety of goods and services at competitive prices.

4. Right to be heard: assurance that consumer interests get due consideration at the appropriate forums. 5. Right to seek redressal: fair settlement of just claims, including compensation for shoddy goods or deficient services. 6. Right to consumer education: the right to acquire knowledge and skill to remain an informed consumer throughout life.

Salient features of the Act. It applies to the whole of India except Jammu and Kashmir, and to all goods and services unless otherwise notified. It is described as the Magna Carta of consumers, a highly progressive social welfare legislation that made the consumer movement broad-based.

Redressal is three-tier: District Forums at the base, State Commission in the middle and the National Commission at the apex, the upper two also acting as appellate authorities. The machinery is simple, speedy and inexpensive, with no court fee and no compulsion to engage an advocate. It sets a time frame for disposal, allows class-action complaints and covers unfair trade practices.

Conclusion. The Act replaced the old rule of caveat emptor and gave the harassed Indian consumer effective and speedy relief against exploitation.

Sample 4Block 3 / Unit 92+8 marksAppeared Dec 2025, June 2025, June 2024

What is meant by industrial sickness? Describe briefly the causes of industrial sickness.

Meaning. When an industrial unit is said to be sick, it means that all is not well with the unit, its operational results are unsatisfactory, and its survival is doubtful. Sickness can be spotted only through symptoms or indicators. A unit that shows early danger signals is said to be in a state of incipient sickness, and if those signals are ignored the unit goes bankrupt and closes down. Its incidence is very high in the small scale sector.

Causes. Sickness is caused by several factors, broadly external and internal.

1. External or exogenous factors: intensity of competition, an unfavourable market situation, a recessionary trend, changes in government policy, scarcity of raw materials and a rising cost of production.

2. Born-sick factors: wrong project selection and faulty planning, faulty financial planning, construction delays causing cost over-runs, faulty location and inappropriate technology.

3. Managerial ineffectiveness: lack of professional competence, poor coordination among managers, inability to monitor environmental change, and failure in functional areas such as production, marketing and finance.

4. Other external shocks: credit squeeze caused by monetary policy, shortage of essential raw materials, disruption in power supply and bottlenecks in transport.

Conclusion. Industrial sickness is not unnatural. Prevention becomes possible only when the initial root causes are clearly known and corrective remedies are applied in time.

Sample 5Block 4 / Unit 122+8 marksAppeared Dec 2025, June 2025, Dec 2024

What is meant by joint venture? Describe its different types along with the advantages and disadvantages.

Meaning. A joint venture, in simple words, is an enterprise which is jointly owned and managed by a local entrepreneur and a foreign entrepreneur. It is any form of association implying collaboration for a long period between a local and a foreign firm, in which the parties share risk capital, goodwill, know-how, management and natural resources, with a controlling partner acting as the major decision maker.

Types. Joint ventures are either investment-oriented or non-investment-oriented. Non-investment ventures involve the use of a brand name or the development of a raw-material source, while investment-oriented ventures involve minority or majority equity participation by the foreign firm in the local firm.

Advantages. They are an alternative where a country does not allow fully foreign-owned firms. They help a local firm enter foreign markets and make the use of know-how and patents possible. They raise foreign-exchange earnings and spread business risk across two countries.

Disadvantages. The subsidiary may be given only limited or outdated technology, or used for dumping unwanted products. Local skilled personnel may be kept from learning, and local customs may not be respected. Such ventures may dominate key sectors, extract high profits and divert local savings away from productive investment.

Conclusion. To control these drawbacks, the host government may cap equity participation, keep nationals on the board, and fix limits on royalty and profit percentages.

Those five cover Blocks 1, 2, 3 and 4. The other 8 answers, including mixed economy, the regulatory role of government, fiscal policy, foreign capital, industrial disputes, demographic changes and the two short notes, are in the complete file. If you also want to see the exact wording examiners used in earlier sessions, keep an IGNOU Previous Year Question Paper open beside this file while you revise.

How the ECO 13 guess paper was built from previous year question papers

Six ECO-13 term-end papers from June 2023 to December 2025 were read question by question, every topic was logged in a session grid, and only repeating topics were written up as answers.

The work started with collecting the official ECO-13 papers published by IGNOU, including the June 2025 ECO-13 question paper. Each paper was typed into a single sheet, one row per topic, one column per session.

Two patterns showed up immediately. First, a small group of topics appears in almost every session, such as social responsibility of business and industrial sickness. Second, a few high-value topics go quiet for two sessions and then return, which is how mixed economy and the regulatory role of government behaved.

Every answer was then written from the IGNOU study material hosted on eGyanKosh, not from general internet notes. That matters for ECO-13, because the examiner rewards the book's own classification, such as the five dimensions of social responsibility or the six consumer rights, rather than a paraphrase that drops the count.

The last step was trimming. A 10-mark answer written at 600 words is useless in a 2-hour paper where you must write five answers. Each answer was cut to roughly 250 words for 10 marks and 150 words for a 5-mark note, which is what the file carries now. The same discipline runs through our ECO 13 Study Material notes, so the two files read as one set rather than two separate products.

What the answers deliberately leave out

Year-wise data tables, long lists of statistics and rare single-appearance topics were left out on purpose. In six sessions, no ECO-13 paper rewarded figure recall. Examiners asked for concepts, classifications and named sources such as Meier, Dunlop, the MRTP Act 1969 and the CPA 1986, so that is what the answers carry.

ECO 13 Business Environment exam pattern and mark distribution

The ECO-13 term-end paper runs for 2 hours, carries 50 marks with 70% weightage, prints 8 questions and asks you to attempt any 5, each worth 10 marks.

The paper is printed bilingually, English first and Hindi after, so the booklet looks longer than it is. Question 8 is almost always a short-note question where you pick any two out of four, and those two notes carry 5 marks each.

Mark splits seen in ECO-13 Business Environment term-end papers between June 2023 and December 2025
SplitWhat it usually looks likeHow to plan the answer
10A single direct instruction, such as discussing consumer rights and responsibilitiesOne definition, four to five headed points, one closing line
2+8Meaning asked first, then a description, as in economic development and its indicatorsSpend two short sentences on meaning, then give the book's numbered list
5+5Two connected halves, such as rights plus features of the CPA, 1986Treat it as two mini answers of 150 words with separate headings
4+6A named-count question, such as six financial indicators of sickness plus their limitationsName exactly the number asked, then explain the limitations separately
2+4+4Three-part question, seen in ecology and ecosystem style questionsBreak the page into three labelled parts before you start writing
5+5 (Q8)Short notes, any two of four optionsPick the two you can define exactly, not the two that sound familiar

Word targets follow from that arithmetic. At 2 hours for five answers, you get roughly 22 minutes per question, which is about 250 words written legibly. That is exactly the length every answer in this file is cut to.

ECO 13 Business Environment syllabus with block and unit index

ECO-13 is organised into 4 blocks and 16 units, from the nature of business environment in Unit 1 to the New Economic Policy in Unit 16.

The index below is the full unit structure as published on eGyanKosh, with a note on what each unit actually contributes to the term-end paper. Units that have never produced a question in six sessions are marked honestly, because knowing what to skip is half of a good revision plan.

Block and unit index of IGNOU ECO-13 Business Environment with exam relevance of each unit

ECO 13 important questions ranked by six-session frequency

Eight ECO-13 topics are marked high priority because they appeared four or more times in six sessions or are overdue for a return, and ten more are marked medium.

A tick in the table means the topic appeared in that session's paper in some form, not necessarily with identical wording. That distinction matters: social responsibility was asked as dimensions in one session and as views for and against in another, but the underlying unit was the same both times.

Session-wise appearance of ECO-13 Business Environment topics from June 2023 to December 2025

Six topics sit in the low bucket and are kept as backup only: workers' participation in management, the WTO and the multilateral trading system, characteristics of MNCs, economic planning between 1951 and 1990, monetary policy instruments, and the ecological or competitive environment. Each of these appeared once or twice in six sessions, so they are worth a one-page reading, not a full answer.

Does ECO 13 Business Environment have a practical file or project

No. ECO-13 Business Environment has no practical file, no lab record and no project report. The course is assessed only through one assignment and one written term-end paper.

This question comes to us almost every week, usually from BBA and BAVMSME learners who have practical work in their other papers and assume ECO-13 is the same. It is not. The full assessment for ECO-13 is set out below.

Complete assessment structure of ECO-13, showing why no practical file is required
ComponentWhat it isWeightageWhat you actually submit
Tutor Marked AssignmentOne assignment covering all four blocks, 100 marks, typically five 20-mark questions30%Handwritten or typed answer file submitted to your study centre before the cut-off date
Term-End ExaminationWritten paper of 2 hours, 8 questions printed, any 5 attempted70%Answer booklet written in the exam hall at your allotted centre
Practical fileNot applicable to ECO-13NilNothing. There is no lab, viva, field report or practical submission in this course

So the whole of your ECO-13 effort goes into two written pieces. If someone is selling you a practical file for ECO-13, treat it as a warning sign about the rest of what they sell.

Which IGNOU programmes include ECO 13 Business Environment

ECO-13 runs as a commerce elective in IGNOU's Bachelor of Business Administration (BBA), in B.Com under BCOMAF and BCOMFCA, in BAVMSME, and as an elective in the older Bachelor's Degree Programme.

Because one course code serves several programmes, the same ECO-13 paper is written by learners with very different backgrounds on the same day. A BBA learner reads it as a management paper, a B.Com learner reads it as a policy paper, but the question paper does not change for either.

Programmes in which ECO-13 Business Environment is offered and how learners usually approach it
ProgrammeStatus of ECO-13What usually causes trouble here
Bachelor of Business Administration (BBA)Commerce elective in the degree structureLearners expect case-style answers and lose marks by skipping the book's definitions
B.Com with Major in Accountancy and Finance (BCOMAF)Elective course, commerce streamNumbers-trained learners under-write the descriptive parts and finish the paper too early
B.Com with Major in Financial and Cost Accounting (BCOMFCA)Elective course, commerce streamBlock 4 on foreign trade and BOP is usually left untouched until the last week
BA Vocational Studies, Micro Small and Medium Enterprises (BAVMSME)Elective course within the programmeSmall scale sector and industrial sickness feel familiar, so learners over-prepare only those two
Bachelor's Degree Programme (BDP)Elective course, commerce groupOlder study material editions cause confusion over unit numbering

Programme structures are revised by IGNOU from time to time. Check your own programme guide or the university website before you assume ECO-13 is in your current semester plan.

How to use the ECO 13 guess paper in your last seven days

Spend days one to three on the eight high-priority questions, days four and five on the five medium ones, day six writing two full answers by hand, and day seven on definitions only.

This plan assumes you have not opened the book yet, which is the honest situation for most working learners.

Seven-day revision plan for ECO-13 Business Environment using the guess paper
DayWhat to doWhy this order
Day 1Read Q1, Q2 and Q12 on environment, social responsibility and demographyAll three sit in Block 1 and share vocabulary, so they reinforce each other
Day 2Read Q3, Q4 and Q5 on development, mixed economy and the government's roleThese build the policy backbone that Block 2 questions keep testing
Day 3Read Q6, Q7 and Q8 on consumer protection, sickness and joint venturesThree of the highest-frequency topics of the last six sessions
Day 4Read Q9, Q10 and Q11 on fiscal policy, foreign capital and disputesMedium-priority safety net if a high topic is dropped this session
Day 5Read Q13 short notes, then revise all 13 headings without opening the answersShort notes are the easiest 10 marks in the paper and are often left last
Day 6Write two complete answers by hand with a timer set at 22 minutesReading builds recognition, writing builds speed, and only speed is tested
Day 7Revise only the opening definitions and the numbered countsDefinitions and exact counts are what separate a pass from a good score

Three habits that cost marks in ECO 13

Starting an answer with background instead of a definition, rounding off the book's counts such as writing four dimensions instead of five, and writing three long answers instead of five moderate ones. The last one is the most expensive, because an unattempted question scores zero regardless of how good the first three were.

FAQs on the ECO 13 guess paper for Business Environment

What is the ECO 13 Solved Guess Paper for Business Environment?

It is a 15-page revision file carrying the 13 most probable term-end questions of ECO-13 Business Environment along with complete written answers. Each question is tagged with its block, unit, mark split and the sessions in which it last appeared. The answers are written from the IGNOU study material and trimmed to exam word limits rather than to textbook length.

Is the ECO 13 guess paper valid for the December 2026 term-end examination?

Yes. The 2026 edition is prepared for the December 2026 session of ECO-13 Business Environment, and the topic selection is based on the six papers held between June 2023 and December 2025. Because IGNOU has not changed the ECO-13 syllabus structure across these sessions, the same file remains useful for the following session as well.

How many questions does the ECO 13 Business Environment guess paper contain?

It contains 13 questions with complete answers, spread across all four blocks of ECO-13. Eight are marked high priority and five are marked medium priority. Five of those 13 questions are published on this page in full, so you can judge the writing quality before buying anything, and the remaining 8 answers sit inside the paid file along with the frequency table and the exam-rule page.

Are the ECO 13 Business Environment guess paper answers written in English or Hindi?

The answers are written in simple English. The IGNOU question paper itself is printed bilingually, with the English version first and the Hindi version after it, so English medium learners can use this file directly. Hindi medium learners can still use the structure, headings and counts, since those stay the same in both versions of the paper.

Does ECO 13 Business Environment have a practical file or project?

No. ECO-13 Business Environment has no practical file, no viva and no project report. Assessment is made up of one tutor marked assignment carrying 30% weightage and one written term-end paper carrying 70% weightage. Anyone offering a practical file for this course code is describing something the university does not ask for, so treat that as a warning sign.

Can BBA students use the same ECO 13 Business Environment guess paper?

Yes. ECO-13 is a common commerce elective, so BBA, BCOMAF, BCOMFCA, BAVMSME and BDP learners sit the same question paper on the same day, with the same eight questions printed. There is no separate BBA version of the ECO-13 paper. The file therefore works for every programme in which this course code appears in your study plan.

How many marks is the ECO 13 Business Environment term-end paper?

The ECO-13 Business Environment term-end paper carries 50 maximum marks with a weightage of 70%, and the duration is 2 hours. Eight questions are printed and you attempt any five, each worth 10 marks. Mark splits vary across sessions between straight 10, 2+8, 5+5, 4+6 and occasionally 2+4+4, with Question 8 always reserved for short notes.

Will the ECO 13 guess paper alone be enough to pass Business Environment?

For most learners it is enough to attempt all five questions confidently, but it is not a guarantee. A guess paper narrows a 16-unit book to the topics that keep repeating in ECO-13. If the examiner picks an unusual topic, the study material is still your safety net, which is why we suggest reading the guess paper first and skimming the remaining units after.

How do I get the ECO 13 Solved Guess Paper 2026?

Send a WhatsApp message to 9899436384 mentioning the course code ECO-13 and your exam session. You will receive the price, sample pages and payment details on chat, and the complete file is shared as a print-ready PDF after the payment is confirmed. Doubt support on the same number stays open until your exam is over.
