Meaning of Sustainable Development
The term was first coined by Barbara Ward (Lady Jackson), founder of the International Institute for Environment and Development, in the early 1970s. For her, sustainable development was largely about people โ their economic and social well-being and aspirations for equity. The Brundtland definition is strongly endorsed by the World Development Report (1992). The World Bank's Environment Department has formulated a two-part definition:
- Output Guide โ Waste emissions should remain within the assimilative capacity of the local environment without degradation.
- Input Guide โ Harvest rates of renewable resources must stay within natural regenerative capacity; depletion of non-renewables should equal the rate at which renewable substitutes are developed.
Nature of Sustainable Development
Adopting SD requires a fundamental change in thinking. Data must reflect the true costs of resource depletion as they affect future generations. Ciricacy-Wantrup (1952) emphasised safe minimum standards for conservation. The World Commission identified seven aims for environmental administrators: maintaining ecosystems and ecological processes; sustaining biological diversity; observing optimum sustainable yield in resource exploitation; preventing pollution and harm; establishing protection standards; requiring prior assessments of laws, policies and projects; and making information about harmful releases public without delay. Ashish Kothari (1993) critiqued that SD as currently defined “does not adequately address inter-generational and inter-species inequity.”

From MDGs to SDGs
The eight UN Millennium Development Goals were agreed by Member States to be achieved by 2015 (UN Millennium Declaration, September 2000): eradicate poverty and hunger; achieve universal primary education; promote gender equality; reduce child mortality; improve maternal health; combat HIV/AIDS, malaria and other diseases; ensure environmental sustainability; and develop a global partnership for development. In 2015 the new Agenda 2030 produced the SDGs โ 17 goals with 169 targets, signed by 192 UN members.
Differences between MDGs and SDGs
- Zero Goals โ MDGs targeted halving; SDGs target zero (zero hunger, zero preventable child deaths).
- Universal โ MDGs were donor-recipient; SDGs apply to all nations including developed countries.
- Comprehensive โ SDGs cover more focal areas.
- Inclusivity โ MDGs were top-down; SDGs were prepared via consultations with 100+ countries and millions of citizen inputs.
- Hunger and Poverty โ MDGs clubbed them; SDGs treat poverty and food/nutrition security as separate goals.
- Funding โ MDGs depended on rich-country aid; SDGs emphasise sustainability, inclusive growth and revenue generation.
- Peace โ SDGs include peace as a goal; MDGs did not.

Nature of SDGs
This is the Anthropocene Age โ the human-driven age of the planet, with extreme pressures on the carbon, nitrogen and water cycles. India follows a “whole of society” approach engaging the Union Government, all 37 sub-national governments, 700+ districts, civil society and the private sector. India is the first nation to formulate an “SDG India Index” and a robust SDG Localisation Model (NITI Aayog, 2020).

On 6 July 2017, the UN General Assembly adopted specific targets and indicators. Achieving the SDGs requires partnership of government, private sector, civil society and citizens.
Conclusion. The SDGs comprehensively cover environmental, social and economic needs of the present generation without harming the future. India aligns through a Triple Bottom Line approach โ reducing poverty, expanding infrastructure, conserving biodiversity, electrifying 99% of households, and forming the International Solar Alliance jointly with France.

Question. Discuss the principle of Common but Differentiated Responsibilities (CBDR) and examine its relevance in current climate negotiations.
“CBDR advocates the need for all States to take adequate responsibility in the face of global environmental problems. It recognises the historic correlation between higher levels of development and a greater contribution to the degradation of global environmental resources, and enables the sharing of responsibility accordingly.”
Origin and Meaning
No crisis has so clearly demonstrated the need for closer cooperation among States as the contemporary global environmental crisis. CBDR's origin can be traced to the Stockholm Conference (1972) and its Founex Report on environment and poverty โ the pioneering document that bridged the gap between developing and industrialised countries on environment and development. CBDR was formalised into international law at the 1992 UN Environment and Development Conference in Rio de Janeiro.
Application in Major Climate Treaties
In legal terms, CBDR describes the shared obligation of States towards an environmental resource while permitting variegated levels of action according to capacity and contribution to the problem. Developed countries are required to provide technology transfer and financial resources to developing countries.
UNFCCC, 1992
Signed at the Rio Earth Summit by 154 States to stabilise GHGs at safe levels. UNFCCC categorises parties into four classifications:
- Annex-I โ 43 nations + EU: industrialised nations and Economies in Transition.
- Annex-II โ 24 nations + EU members of OECD providing support to developing nations.
- Non-Annex-I โ Low-income developing countries.
- Least Developed Countries โ 49 nations with special status.
Kyoto Protocol, 1997
Annex-I parties agreed to cut six GHGs (CO₂, methane, nitrous oxide, HFCs, PFCs, SF₆) by an average 5% below 1990 levels between 2008–2012. Three flexible mechanisms assist Annex-I parties:
- Emissions Trading System โ Annex-I countries can purchase credits from other Annex-I countries.
- Clean Development Mechanism โ Annex-I countries participate in the green development of Non-Annex-I countries.
- Joint Implementation โ Annex-I parties can take up projects in other Annex-I countries.
Why CBDR Applies Best to Climate Change
Developed countries are responsible for around two-thirds of cumulative energy-related GHGs in the atmosphere and consume five times more energy per capita than developing countries. The United States โ with 4% of world population โ produces almost 25% of global CO₂ emissions. The worst climate impacts fall on developing countries because of vulnerable infrastructure and weak coping capacities. Climate finance from developed to developing countries reconciles equity with effectiveness.
Conclusion. Under CBDR, developed countries โ historically the largest GHG emitters โ must accept the principal responsibility. The principle remains at the core of all global environmental cooperation. Mitigation, adaptation and technology transfer must support continued growth and poverty reduction in the developing world.

Meaning of Green Technologies
Green technologies apply different branches of science to conserve natural resources and minimise human impact on the environment. The term is used interchangeably with: environmentally sound technology, clean technology, climate-related technologies, mitigation and adaptation technologies, low-carbon technologies and climate-smart technologies.
Converging Technologies
Converging technologies enable each other for a common purpose. NBIC โ Nano, Bio, Info, Cogno โ contribute to these convergences. In agriculture, the convergence of mobile and cloud computing, sensors and genomics enables precision farming.
Five Characteristics
- High Efficiency Energy and Resource Use โ Reduced energy generates the same or improved output. Insulating a building lowers heating/cooling demand.
- Low Costs โ Designed with minimum capital, simple, easily fabricable, adaptable and repairable.
- Non-generation of Secondary Pollutants โ Photochemical smog forms when primary pollutants react; green technologies avoid this.
- Use of Renewable Energy โ Solar, wind, shale gas, cellulosic biofuels and geothermal generate energy with zero carbon emissions.
- Beneficial to Human Health and Ecosystems โ Green technologies protect ecosystem services โ fresh water, food and fuel sources.
Four Categories
- Monitoring and Assessment Technologies โ Measure conditions of the environment and release of harmful materials in land, water and air.
- Prevention Technologies โ Minimise production of hazardous substances through product substitution or process redesign.
- Control Technologies โ Render hazardous substances harmless before release โ used in large industrial plants.
- Remediation and Restoration Technologies โ Improve damaged environments and restore degraded ecosystems.
Role in Sustainable Development
Green technologies cut carbon intensity, promote energy efficiency, and avoid serious environmental degradation. Globally, carbon-intensive supply produces the largest share of GHG emissions โ 80% of human-made CO₂ comes from oil, coal and gas. In health and sanitation, green technologies are used in settling, filtration, disinfection and coagulation. Wind, solar and hydroelectric systems generate electricity with no air-pollution emissions. Green chemicals โ home cleaners from coconut and glycerin, insecticides from orange or peppermint oil โ reduce poisoning risks.
Conclusion. Green technologies are the best long-lasting solutions to protect the environment while reducing human impact and enabling SD. Social equitability, economic feasibility and environmental sustainability are the three key parameters for green technologies.

Role of NGOs
NGOs are not only stakeholders in governance but also a driving force for international cooperation. Their participation peaked at WSSD 2002.
(a) Environmental NGOs
Take up causes related to climate change, air pollution, deforestation, ozone depletion, waste management and energy conservation. Indian examples: Greenpeace India, Awaaz Foundation, Goa Foundation, CARE India, Foundation for Ecological Security, WWF India and Winrock International India. They use the Right to Information and Public Interest Litigation to mitigate environmental risks (Sandhu and Arora, 2012).
(b) Development NGOs
Indian NGOs have worked in development for over 100 years โ alleviating poverty, addressing marginalisation, advancing social justice and human rights. Siddhartha Sen (1999) identifies two key features:
- NGOs play an intermediation role โ working for the poor rather than being grassroots formations of the poor themselves.
- They are non-representative organisations driven by altruistic motives for broader public benefit.
Role of Trade Unions
Trade unions are heavily involved in the 2030 Agenda โ upholding freedom of association, social dialogue and collective bargaining, and promoting decent work and the rights of working people. Their objectives cover wages and salaries, working conditions, personnel policies, discipline, welfare, employee–employer relations, and safeguarding organisational health.
Role of Corporates
Corporate sustainability or CSR has become important in recent decades. Common CSR policies include: adoption of internal-controls reform; commitment to diversity in hiring; management teams that view employees as assets; high-performance workplaces integrating line-employee views; operating policies exceeding compliance with social and environmental laws; and responsibility for production conditions across the supply chain. SD policy has produced “socially responsible investors” who closely follow companies they invest in (Tulder and Keen, 2018).
Role of Universities
Universities can contribute to almost all SDGs through teaching, research, community engagement and advisory services. Four significant roles:
- Provide knowledge, innovations and curricular solutions for SDG implementation.
- Develop and assess policy options and monitor progress.
- Build professional and personal skills to create future leaders, innovators and entrepreneurs.
- Hold the position of neutral, trusted stakeholders โ educating the public on SDGs.
Education for Sustainable Development (ESD) empowers people to think and work differently for a sustainable future.
Conclusion. SD is achieved by optimising gains across many variables, not maximising a single one. NGOs, trade unions, corporates and universities are integral to the 2030 Agenda. Decision-making in the global arena is no longer just a state responsibility โ non-state actors are central to the new global governance system.

How the BPAG 174 Important Questions for Sustainable Development Were Shortlisted
The 12 questions come from a topic by topic frequency count across six consecutive Term End papers from June 2023 to December 2025, cross-checked against the block and unit structure so no part of the syllabus is left uncovered.
The method is deliberately unglamorous. Every question from each of the six papers was reduced to its underlying syllabus topic, then plotted on a grid of 20 topics against six session columns. A topic appearing in four or more of the six sittings was tagged HIGH. Two or three appearances made it MEDIUM. One appearance or none made it LOW and it was dropped from the drilling list.
Frequency alone is not enough, because IGNOU rests topics. Common but Differentiated Responsibilities last appeared in December 2023, which is a gap of four sittings, and economic components last appeared in December 2024. Both were pulled back into the shortlist on gap logic rather than frequency logic. What we chose not to include
Sustainable Choice and Policy Innovations both appear in the frequency table as LOW priority and are deliberately absent from the twelve. They surfaced rarely and carry low mark weight when they do. Padding a guess paper with everything defeats the purpose of having one. The 12 questions represent the topics worth spending your last fortnight on.

One thing worth flagging. Unit 10 on the role of education carries a MEDIUM tag and appeared in three of the six sessions analysed, usually as a 20 mark question in Section II. It is not in the twelve because the answer draws heavily on material already covered under the SDG and stakeholder answers. Read the unit once. Do not drill it.
BPAG 174 Sustainable Development Exam Pattern and Marking Scheme for 2026
The Term End paper runs 3 hours for 100 marks, prints 8 questions across two sections, and requires you to attempt any 5 with at least 2 from each section.
Every question carries 20 marks and equal weight. Questions 4 and 8 are short note questions worth 10 plus 10, which is why the file carries a combined short note answer. The June 2025 instruction line asked for roughly 400 words per answer and about 200 words per short note. Earlier sittings such as June 2022 asked for 500 and 250, so treat 400 as the working floor rather than a ceiling.
The Term End paper carries 70 percent of the final course weight and the three assignments carry the remaining 30 percent.
