What the BLIE 226 Solved Question Paper June 2026 covers
BLIE 226 Management of Library and Information Centre is a course in IGNOU's Bachelor of Library and Information Science (BLIS) programme that teaches how a library is planned, financed, staffed and run as a well-managed organisation.
The June 2026 paper tests all of that in one sitting. Part I asks six 10-mark questions on management and POSDCORB, book selection methods, McDonald's quality aspects of library buildings, disaster management, budgeting techniques and sources of funds for an academic library.
Part II gives eight 5-mark short notes: elements of TQM, MBO, the Open Access Movement, non-core circulation work, Maslow's hierarchy of needs, the change management process, binding of periodicals and the ISO 9000 series. Our file answers every one of them.
One detail many students miss: this paper prints the course title as Management of Library and Information Centres, plural, while earlier papers used Centre. The questions still come from the same course units, so you can set it beside any older BLIS Question Paper without confusion.
BLIE 226 sample answers solved in full: POSDCORB and MBO
Two answers from the June 2026 BLIE 226 Question Paper are open below in full: Q1 from Part I (10 marks) and Q8 from Part II (5 marks).
We picked one long answer and one short note on purpose, so you can judge both formats before you order. Read them the way an examiner would: definition first, then structure, library examples and a short conclusion.
Q1. What do you mean by Management ? Discuss POSDCORB function given by Gulick.
Answer
Meaning of management. Management is the process of planning, organising, directing and controlling people and resources so that an organisation reaches its goals efficiently and effectively. Mary Parker Follett described it as the art of getting things done through people.
Henri Fayol, in his 1916 work General and Industrial Administration, identified five elements of management: to forecast and plan, to organise, to command, to co-ordinate and to control. Most later definitions build on this idea of management as a continuous process.
In a library, management means using staff, collection, money, space and technology so that every reader gets the right document or information at the right time. The librarian acts as a manager who sets objectives, divides work into sections, guides staff and checks results.
Features of management: it is goal-oriented, it is a continuous process, it is a group activity, it is universal (it applies equally to a college library and a national library) and it is both an art and a science.
POSDCORB. Luther Gulick coined the acronym POSDCORB in his essay Notes on the Theory of Organization, published in 1937 in Papers on the Science of Administration, which he edited with Lyndall Urwick. Building on Fayol, he used it to sum up the work of a chief executive.
- P: Planning. Working out in broad outline what needs to be done and how. Example: an annual acquisition plan or a phased plan to automate the library.
- O: Organising. Setting up the formal structure of authority and dividing work into units. Example: separate acquisition, technical processing, circulation, periodicals and reference sections.
- S: Staffing. Recruiting and training staff and keeping good working conditions. Example: appointing professional and semi-professional staff for each section and arranging in-service training.
- D: Directing. Taking decisions and turning them into orders and instructions while leading the team. Example: the librarian briefing circulation staff on a revised loan policy.
- Co: Co-ordinating. Linking the work of different units so that effort is not duplicated. Example: acquisition and processing sections working together so new books reach the shelves quickly.
- R: Reporting. Keeping superiors informed through records, research and inspection. Example: an annual report to the library committee with membership, loan and expenditure statistics.
- B: Budgeting. Fiscal planning, accounting and control. Example: preparing the yearly library budget and accounting for grants received.
Value of POSDCORB for libraries. It gives the librarian a simple checklist of executive duties, makes the division of responsibility clear and helps in writing job descriptions for senior posts. It also fits Ranganathan's fifth law, that the library is a growing organism needing constant planning.
Limitations. Critics say POSDCORB describes what top executives do but not how they should do it. It gives little attention to human behaviour and motivation, which the Hawthorne studies later highlighted, and it does not treat controlling as a separate function.
Conclusion. Management is the backbone of an efficient library, and Gulick's POSDCORB breaks it into seven practical functions. A librarian who plans, organises, staffs, directs, co-ordinates, reports and budgets well can offer better service with limited resources.
Q8. MBO
Answer
Meaning. Management by Objectives (MBO) is an approach in which a manager and each subordinate jointly agree on clear, measurable objectives, and performance is later judged against those objectives. Peter F. Drucker popularised the idea in his 1954 book The Practice of Management. The idea shifts attention from routine activity to measurable results.
Process of MBO:
- Set the overall goals of the library, such as better use of e-resources or faster processing of new books.
- Agree section and individual objectives jointly with staff.
- Prepare action plans with time limits and resources.
- Review progress at regular intervals and correct course.
- Appraise performance against the agreed objectives and give feedback.
MBO in a library. The technical section may agree to catalogue all new arrivals within a fixed number of days, and the reference section may agree to run a set number of user awareness sessions each semester. Results are measured at the year-end review, so each staff member knows exactly what is expected, by when, and how success will be judged.
Advantages: clear goals for every section, better motivation through participation, objective performance appraisal and improved co-ordination between sections.
Limitations: setting objectives takes time, many library services are hard to measure in numbers, and too much focus on targets can push quality aside.
Conclusion. Used sensibly, MBO turns broad library goals into clear duties for each staff member and makes performance review fair and open.

So you write 10 answers out of 14 options. The solved file still covers all 14, which gives you room to pick the questions you know best on exam day.
IGNOU has changed the numbering style across sessions. June 2025 grouped questions as 1(i) to 1(vi) and 2(i) to 2(viii), December 2025 called the parts A and B, and June 2026 numbers them straight from 1 to 14. The marks plan stayed the same in every IGNOU Previous Year Question Paper we checked.

How our BLIE 226 answers are written and checked
Every BLIE 226 answer is written from the IGNOU course units, matched to the word limit printed on the paper and checked by a second reviewer before it goes into the file.
Part I answers are built to about 500 words with an introduction, headed points, library examples and a conclusion. Part II notes stay close to 250 words, because the paper asks for that length and examiners notice padding.
Names and dates are checked against the course units and original sources, the way you saw with Gulick and Drucker in the samples above. Where the paper says diagrams help, the file includes labelled diagrams.
Answers are prepared by the Unnati Educations team led by Prateek Talwar and reviewed by Sheetal Kirola. If you want the theory behind each answer, pair the file with our BLIE 226 Study Material.

How many questions does the BLIE 226 June 2026 paper have, and how many must I attempt?
The BLIE 226 June 2026 paper has 14 questions in two parts. In Part I you answer any four of six questions in about 500 words each for 40 marks. In Part II you write any six of eight short notes in about 250 words each for 30 marks. That makes 70 marks in 3 hours, with 10 answers written in total.
Which BLIE 226 topics repeat most often in IGNOU papers?
Across the six official BLIE 226 papers we checked, budgeting techniques, causes of disaster or deterioration, and acquisition methods each appeared in five papers. Management functions with POSDCORB, sources of finance, change management, book selection and circulation work each appeared in four papers. These areas deserve first place in your revision plan before you move to the rest of the units.
Are the BLIE 226 answers written to IGNOU word limits?
Yes. Every BLIE 226 answer follows the length printed on the June 2026 paper: about 500 words for each 10-mark question in Part I and about 250 words for each 5-mark short note in Part II. Can the BLIE 226 June 2026 solved paper help for the December 2026 exam?
Yes, it can help a lot. BLIE 226 repeats its core areas often: budgeting, disaster causes, change management, book selection and sources of finance keep returning in official papers. Practising these answers trains you in the length and structure IGNOU expects, though you should still revise every unit because exact questions are rarely repeated word for word.
Who writes and reviews the BLIE 226 answers?
The BLIE 226 answers are prepared by the Unnati Educations team under Prateek Talwar and reviewed by Sheetal Kirola before they go into the file. Each answer is checked against the IGNOU course units, the word limit on the paper and the facts it uses, such as names of thinkers and dates of their work, so students get answers they can trust.
