MEV 016 Solved Guess Paper 2026 from Unnati Educations is a 13-question answer set for IGNOU's Environmental Impact Assessment course, with every answer written from the official textbook. We picked the questions by reading IGNOU term-end papers topic by topic and keeping only the areas examiners return to. It is aimed at the December 2026 exam.
EIA looks easy on first reading because the ideas are practical: screen a project, predict its impacts, ask the public, decide. The trouble starts in the exam hall. Examiners expect the book's exact lists, such as four types of checklist, four levels of public involvement and ten steps of cost-benefit analysis. Miss one item and the answer reads thin. Each answer in this file keeps those counts intact.
1. What the MEV 016 Solved Guess Paper Covers in Environmental Impact Assessment
The full file holds 13 solved questions of 10 marks each, drawn from all 4 blocks and 14 units of MEV-016, in a 17-page PDF.
Every question card shows the IGNOU-style wording, its block and unit, a priority tag and the sessions it last appeared in. The answer opens with a boxed textbook definition, runs through numbered points and closes with a short conclusion you can reuse. Most answers sit close to the 250 words a 10-mark question needs.
This paper belongs to our wider set of IGNOU Solved Guess Paper files, so if you are also sitting other environment courses this term, the answer layout will already feel familiar.

2. MEV 016 Environmental Impact Assessment Sample Answers to Check First
Five complete answers from the file appear below exactly as you will receive them, one from each block plus the SEA question, which IGNOU has set in all eight papers we checked.
Put one of them beside your own notes. If the definition matches your book and the points are easy to hold in your head, the remaining eight answers are built the same way.
Types of checklists and the descriptive checklist
Question: What are the types of checklists? Explain the descriptive checklist method.
"Listing down of potential environmental impacts is known as a checklist."
Four types of checklist
- Simplest checklist: lists environmental parameters on one axis and their associated impacts on the other (adverse or beneficial, short or long-term, reversible or irreversible), with no criteria specified.
- Descriptive checklist: gives a detailed account including identification and measurement of environmental parameters.
- Questionnaire checklist: a set of questions answered as yes, no or not known, with a scale from highly adverse to highly beneficial.
- Threshold of Concern (TOC) checklist: assigns a threshold value to each environmental component to judge alternatives.
Descriptive checklist in detail
- It records, for each parameter, the data required and the information sources or predictive techniques.
- For nuisance it notes change in odour, smoke and the number of people affected; for water quality it records current quality and expected effluent; for noise it records the change in noise levels and the people bothered.
- It therefore measures parameters rather than only listing them (Schaenman, 1976).
Conclusion: Checklists give a systematic record of impacts; the descriptive type adds measurement and data sources, making it more analytical than a simple list.
SEA, its difference from EIA and scoping in SEA
Question: What is SEA? How is it different from EIA? Explain the role of scoping in SEA.
"SEA analyses the proposed acts, policies, plans, programmes or other strategic action plans through an environmental window before the implementation stage."
Difference from EIA
- EIA is applied at the level of individual projects, whereas SEA extends assessment to higher tiers: policies, plans and programmes.
- SEA can make a project EIA unnecessary if impacts are examined sufficiently at the plan or programme level.
- Alternatives in SEA mean environmentally sound technologies, not economically or technically differing options.
Role of scoping in SEA
- After screening, the developer draws up a requirements specification; this stage is scoping.
- It fixes the extent and level of detail of the assessment and keeps the process focused on central issues.
- It needs in-depth examination of six aspects: the plan or programme profile, links with other strategic actions, sustainability issues and SEA objectives, baseline information, communication and public participation, and integration of SEA with the phases of the plan or programme.
Conclusion: SEA broadens environmental assessment from projects to strategic actions; scoping is fundamental to making the SEA effective and focused.
Single window clearance and the Environmental Appraisal Committee
Question: What is single window clearance? Explain the role of the Environmental Appraisal Committee.
"PARIVESH is a single-window Integrated Environmental Management System that automates the entire process of submitting the application and tracking the status of proposals at each stage."
Features of PARIVESH (single window)
- Single registration and single sign-in for all clearances: Environment, Forest, Wildlife and Coastal Regulation Zone.
- A unique ID for all the clearances required for a particular project.
- A single-window interface for the proponent to submit all applications; MoEF thus acts more as a facilitator than a regulator.
Role of the Environmental Appraisal Committee (EAC)
- It is a specially constituted committee of professionals, formed for each sector such as river valley, industries and mining.
- It appraises the proposals received by the Ministry and meets frequently to assess them.
- For controversial projects it may organise public hearings, and it then gives its consent or refusal, which MoEF handles for final approval.
Conclusion: Single window clearance streamlines and digitises approvals, while the EAC provides expert, sector-wise appraisal that underpins the final clearance decision.
Cost-benefit analysis and its steps
Question: What is cost-benefit analysis? Explain the steps involved in cost-benefit analysis.
"CBA is developed to evaluate a public project: all potential profit and losses are identified and turned into monetary units to determine the efficiency of the proposal from society's viewpoint."
Types of CBA
- Ex ante: conducted before the implementation of the project.
- Ex post (retrospective): conducted after completion of the project.
- In medias res: conducted on ongoing projects such as highways (Boardman et al., 2017).
Ten steps in CBA
- Define the main aim or purpose of the CBA.
- Specify the set of alternative projects.
- Decide whose benefits and costs count.
- Identify impact categories, catalogue them and set metrics.
- Predict impacts qualitatively over the project life.
- Monetise the impacts (value measured by willingness to pay).
- Discount benefits and costs to obtain present values.
- Compute the net present value for each alternative: NPV = PV(B) minus PV(C).
- Perform sensitivity analysis.
- Give the final recommendation.
Conclusion: CBA converts all impacts into monetary terms so that the net social benefit can be compared across alternatives, supporting efficient public-project decisions.
Risk assessment and its methods
Question: What is risk assessment? Describe any two risk assessment methods.
"Risk assessment is a process which considers the possibility of incidence of harmful effects owing to the exposure to stressors resultant of anthropogenic activities."
Nature and common methods. The stressors may be physical, chemical, biological or radiological; the concept emerged in the 1970s. Commonly used methods include Event-tree Analysis, Failure Mode Event Analysis (FMEA), Hazard and Operability Analysis (HAZOP), Incident BowTie Analysis, the Indicator-based approach, Quantitative Risk Assessment (QRA) and the Risk Matrix Method.
Two methods in detail
- What-If Analysis: a brainstorming method in which a skilled group recognises probable abnormal situations, their consequences and existing safeguards, then recommends alternatives for reducing risk.
- Fault Tree Analysis (FTA): a logical, top-down model that traces a Top Event back to basic events using AND and OR gates. AND gates need all sub-events to occur, while OR gates need any one. It gives a structured, graphical picture of system failures.
Conclusion: Risk assessment quantifies the likelihood of harmful effects; methods such as What-If Analysis and Fault Tree Analysis help identify hazards and strengthen safeguards.
Happy with how these five read? The other eight, from screening and scoping to environmental setting, follow the same definition, points and conclusion pattern.
3. IGNOU MEV 016 Important Questions Ranked Across Eight Official Papers
Strategic Environmental Assessment is the single safest MEV-016 topic: it has been asked in all eight term-end papers from June 2022 to December 2025, and checklists follow in seven of the eight.
The guess paper's own grid covers six papers, June 2023 to December 2025. For this page we went back two more sessions and marked all eight papers against the copies IGNOU publishes, topic by topic. Every entry in the file's six-paper grid matched. You can open the same papers through our IGNOU Previous Year Question Paper section.
| Topic | Jun 22 | Dec 22 | Jun 23 | Dec 23 | Jun 24 | Dec 24 | Jun 25 | Dec 25 | Times | Where it sits |
|---|---|---|---|---|---|---|---|---|---|---|

| Scope, purpose and objectives of EIA | Yes | No | No | No | No | No | No | Yes | 2 | Q1 |
Two things stand out. First, every one of the 13 guessed topics has been asked at least twice, and ten of them at least five times, so the file leans on repeats, not hunches. Second, ecological risk assessment and baseline study are just as frequent but are not full answers in this file. Do not skip them.
These are the Environmental Impact Assessment important questions we would revise first if the exam were next week: SEA and checklists, then the six-time group, then the rest of the table from the top down.
4. MEV 016 Exam Pattern and How to Write a 10-Mark EIA Answer
The MEV-016 term-end paper lasts 3 hours and carries 100 marks: 14 questions are printed, you answer any 10, and each is worth 10 marks.
That instruction is printed on the official December 2025 MEV-016 question paper, and the same layout runs through every paper back to June 2022. There is no compulsory question. Some questions split into two short notes of 5 marks each, such as TOC checklist plus cost-benefit analysis in December 2025.
That leaves about 18 minutes per answer, so shape matters more than length. Start with the book's definition in one or two lines. Give the exact count the book uses as numbered points. Add one named example or authority: Schaenman for checklists, PARIVESH for single window, Boardman for CBA. End with a single-line conclusion that judges the idea, not just repeats it.

5. MEV 016 Environmental Impact Assessment Blocks and Units in One Table
MEV-016 Environmental Impact Assessment is a 4-credit course taught in 4 blocks and 14 units: Concept of EIA; Legal, Policy and Regulatory Framework; EIA Reporting; and Environmental Impact Statement and Risk Assessment.
Use the table to decide where your reading hours go. Block 1 alone feeds six of the 13 answers, while Block 4 feeds one answer but also hides ecological risk assessment, a five-time topic.
If you want the full unit text next to the answers, our MEV 016 Study Material follows this same block order, so a guess-paper answer leads straight to its chapter.

The course structure and credits are listed on the official IGNOU MSCENV programme page, worth a quick look if your study centre has shared a revised course list.
6. Environmental Impact Assessment Important Questions Outside the 13 Answers
Five frequent MEV-016 topics are not full answers in the file: ecological risk assessment, baseline study, development of EIA in India, the EIA report structure and the Environmental Management Plan.
We would rather tell you this than let it surprise you. With 14 printed questions and 10 to answer, you can afford to skip a few, but not a topic that has appeared five times in eight papers.
Ecological risk assessment (5 of 8 papers). Learn the definition, the key issues it addresses and its features; June 2025 asked for the key issues directly. Read it alongside Q13, since the book treats it within risk assessment.
Baseline study (5 of 8 papers). Q11 already defines the baseline as the reference point for measuring change. Add a page on why baseline data matters and how field surveys collect it, which December 2023 asked about.
Development of EIA in India, EIA report and EMP (2 to 4 papers each). Keep these as short notes. A timeline from the 1994 notification to PARIVESH, the chapter headings of an EIA report, and the purpose of an EMP will cover most versions of these questions.
7. MEV 016 Practical File Index: Linked MEVL-012 Lab Experiments
MEV-016 is a theory course with no practical exam of its own; the Semester II lab work of MSCENV sits in a separate 4-credit course, MEVL-012 Environmental Science Lab Course-2.
So the guess paper has no practical section. Many learners still ask how the lab ties in, and the link is real: MEVL-012 is built around water and wastewater analysis, which is exactly the data an EIA baseline study collects. The index below lists the experiments in our MEVL-012 practical file and the MEV-016 idea each one supports.
| No. | Parameter tested | Method used | Where it fits in MEV-016 |
|---|---|---|---|
| 1 | Electrical conductivity | Conductivity meter reading of dissolved ions | Quick screening of water quality during the environmental setting survey |
| 2 | Total hardness | EDTA titration with Eriochrome Black T | Calcium and magnesium load in the baseline water profile |
| 3 | Acidity | Titration against standard sodium hydroxide | Detecting acidic effluent from mining or chemical units (Q10 sectors) |
| 4 | Alkalinity | Acid titration with phenolphthalein and methyl orange | Buffering capacity of a receiving water body before discharge |
| 5 | Dissolved oxygen | Winkler's iodometric method | Health of aquatic life, a core baseline indicator in Q11 |
| 6 | Biochemical oxygen demand | Five-day incubation and DO difference | Organic load of sewage, used when predicting impacts (Q3) |
| 7 | Chemical oxygen demand | Dichromate reflux and back titration | Industrial effluent strength for red and orange category units |
| 8 | Chloride | Argentometric titration (Mohr's method) | Salinity and sewage intrusion signals in groundwater |
| 9 | Fluoride | Spectrophotometric estimation | Health risk mapping, feeding risk assessment (Q13) |
| 10 | Sulphate | Turbidimetric estimation | Effluent from thermal power and fertiliser projects |
| 11 | Phosphate | Colorimetric estimation against a standard curve | Eutrophication risk downstream of agro-based industries |
| 12 | Nitrate | Spectrophotometric estimation | Fertiliser run-off, a common mitigation theme in the EMP |
MEV-016 is a core course of the Master of Science (Environmental Science), MSCENV, and it is also studied in IGNOU's Master of Arts (Environmental Studies) (MAEVS), the Post Graduate Diploma in Environmental Studies (PGDEVS) and the Master of Science (Industrial Safety) (MSCIDS). MA learners preparing the other first-year courses can pick up our MAEVS guess Paper sets in the same answer format.
8. Who Prepared the MEV 016 Guess Paper and How
The MEV-016 answers were written by the Unnati Educations IGNOU team from the official Environmental Impact Assessment textbook, then checked against the IGNOU term-end papers.
Prateek Talwar led the paper analysis and answer writing; Sheetal Kirola reviewed every answer against the book and for exam fit. The method stays the same for every course: list every question from each session, group them by topic, count the repeats, then write answers only from the IGNOU blocks, keeping the book's definitions, citations and point counts.
The team works from Vikaspuri, Delhi, with IGNOU, NIOS and university learners, and the doubts we hear most on WhatsApp shaped this file: shorter answers, clean definitions and exact lists that match what the examiner has in front of them.

10. MEV 016 Guess Paper FAQs
What is included in the MEV 016 Solved Guess Paper 2026?
The file contains 13 exam-style questions from all four blocks of MEV-016 Environmental Impact Assessment, each answered in about 250 words. Every answer opens with a textbook definition, gives numbered points in the book's own counts and ends with a short conclusion. Each question card also shows its block, unit, priority level and the sessions it last appeared in, so you can plan revision quickly.
Which MEV 016 important questions are most likely in the December 2026 exam?
Strategic Environmental Assessment tops the list, asked in all eight papers from June 2022 to December 2025. Checklists follow in seven papers. Public participation, cost-benefit analysis, EIA laws and notifications, single window clearance with the EAC, and impact prediction methods each appeared six times. Revise them in that order, then add ecological risk assessment and baseline study, which appeared five times each.
How many questions do I answer in the MEV 016 term-end exam?
You answer any 10 of the 14 questions printed on the paper. Each question carries 10 marks, so the paper totals 100 marks in three hours. There is no compulsory question. A few questions are split into two short notes of 5 marks each, so plan about 18 minutes per answer and keep some time at the end to read everything once.
Is the MEV 016 guess paper useful for MAEVS, PGDEVS and MSCIDS learners?
Yes. MEV-016 is the same course across these programmes, with the same book and the same term-end pattern, so the 13 answers apply whether you are enrolled in MSCENV, MAEVS, PGDEVS or MSCIDS. Only the semester may differ; MSCIDS learners, for example, take it in Semester III. Mention your programme when you message us so we can share the right companion files as well.
Does the MEV 016 guess paper cover ecological risk assessment and baseline study?
Not as full answers. Baseline data is covered inside the environmental setting answer, and risk assessment is covered in Q13, but ecological risk assessment and a stand-alone baseline study question are not among the 13. Both appeared in five of the last eight papers, so read those parts of the book separately and keep one page of notes on each topic.
Does MEV 016 have a practical file?
No. MEV-016 is a theory course, so the guess paper covers written answers only. Semester II lab work for MSCENV sits in MEVL-012, Environmental Science Lab Course-2, which has its own practical file based on water and wastewater tests. The index on this page shows how experiments such as dissolved oxygen, BOD and COD connect to the baseline study in EIA.
How do I order the full MEV 016 guess paper with answers?
Send a WhatsApp message to 9899436384 with the code MEV 016. Our team will confirm the current price and payment options in the chat, and the complete 17-page PDF with all 13 solved questions is shared on the same WhatsApp number after payment. If you also need other MSCENV or MAEVS courses, list those codes in the same message.
Were the MEV 016 answers written from the official IGNOU book?
Yes. Every answer comes from the IGNOU MEV-016 Environmental Impact Assessment textbook and keeps its definitions, authorities and point counts, such as Schaenman for checklists and Boardman for types of CBA. That matters because examiners check answers against the course material. Our topic frequency table was also checked line by line against the question papers IGNOU publishes.
