MGP 004 Solved Guess Paper 2026 is a 30-page PDF that answers 27 exam-style questions taken from all 16 units of Gandhi's Political Thought, written for the June 2026 and December 2026 term-end examinations. Each answer is already shaped the way the examiner wants it: a book phrase at the top, numbered points in the middle, and a two-line conclusion at the end.
MGP 004 is the IGNOU course code for Gandhi's Political Thought, a four-credit course of four blocks and sixteen units offered in the second year of MA Political Science and in the Gandhi and Peace Studies programmes. The term-end paper carries 50 marks and gives you two hours, so what you revise matters far more than how much you revise.
The file was not written from a syllabus list. Six actual question papers, December 2023 through June 2026, were read line by line, the repeats were counted, and the units that have gone quiet for two sessions were marked as gaps that are now due. That analysis is what decided the 27 questions inside.

1. What You Get in the MGP 004 Solved Guess Paper for 2026
You get 27 questions with complete written answers, covering all 16 units, in one 30-page PDF prepared for the June 2026 and December 2026 sessions. The paper asks you for five answers. This file leaves you with far more than five you can write well, which is the whole point of a guess paper that is honest about its own limits.
Every question card in the file carries four labels before the answer starts: the marks it is worth, the unit it belongs to, the sessions it last appeared in, and a priority tag. So when you open page 12 you already know whether that answer is a first-day revision or a backup. The same card style runs across our IGNOU Solved Guess Paper range for other course codes.
Answers are written in the register a second-year MA student can actually reproduce under exam pressure. Short sentences. Numbered points instead of one long block. A quoted line from the book at the start, because examiners read the opening two lines before they decide what kind of answer they are marking.
There is no practical file, project report or viva component in MGP 004, so nothing in this PDF is padding. It is 27 answers and a two-page briefing on how the paper behaves.
2. Five Sample Questions with Answers from the MGP 004 Guess Paper
These five answers are reproduced from the file exactly as they appear, so you can judge the writing before you buy anything. Three come from Section I and two from Section II. Each one carries 10 marks in the real paper.
Why Gandhi rejected Western civilisation
Question: Why did Mahatma Gandhi reject Western civilisation both as a model and as an inspiration?
Gandhi was shaped by the West and still rejected it. He rejected it for two reasons: its basis is extreme inequality, and it dehumanises and de-personalises the individual. Hind Swaraj is the primer of this position and he stayed with it all his life.
What he denounced. 1. Western materialism, the hunger for goods and comfort. 2. Modern technology, naming the railways, the telegraph, the telephone and heavy industry. 3. Industrialisation itself, which he called the basic cause of human misery. In severity his attack compares with Rousseau's Discourses on Inequality of 1755.
His alternative. An independent India that does not copy the Western path: self-sufficient villages and communities resting on truth and non-violence. He later accepted small-scale industry and industrialisation that meets basic wants such as food, shelter, health care and education. He also told Indian readers not to follow the Japanese model, because the solution to an Indian problem had to come from inside India.
Conclusion. Gandhi rejected the West because it rests on inequality and crushes the person, yet he kept the windows of his mind open while his feet stayed in his own culture.
Gandhiji's conception of Gram Swaraj
Question: What do you understand by Gandhiji's conception of Gram Swaraj?
Gram Swaraj sits at the very centre of Gandhi's social, political and economic philosophy, because the great majority of Indians live in villages. He said the blood of the villages is the cement with which the edifice of the cities is built.
On cities. The cities do not represent India and are alien to it. He called them artificial, helping imperial powers exploit the country and sharing the plunder. Even so he never wanted to remove the cities, he wanted to reform them, so that the blood inflating their arteries runs back into the villages.
The model. The village panchayat and the village republic give a participatory democracy and an escape from western industrialisation. Gram Swaraj promotes self-sufficiency in material needs and raises self-respect. J. C. Kumarappa coined the term villagism and gave the framework in two books, calling organic farming an Economy of Permanence against the Economy of Transience.
Conclusion. Self-sufficient, self-governing villages with their own economy and dignity. India's survival, for Gandhi, depended on the survival of her villages.
Ahimsa as the basis for realising Swaraj
Question: How did Gandhi conceive Ahimsa as the basis to realise Swaraj?
The ends and means relationship is the core of Gandhi's social philosophy. Means and ends are so closely linked that an end requiring unjust means is not a just end. The means are the seed and the end is the tree, and we reap exactly as we sow.
Whom he rejected. Kautilya and Machiavelli, for holding that ends justify means. Engels and Lenin, for justifying any means that reaches the desired end. For Gandhi the end is satya, which needs no justification, while ahimsa as the means must be justified both by the end and in itself.
Ahimsa and swaraj. Non-violence is an eternal principle with no exception. It means allowing others the maximum convenience at maximum inconvenience to the self, so the satyagrahi accepts self-suffering, voluntary poverty and simplicity. Gene Sharp counts 125 methods of non-violent action in three categories. Gandhi preferred non-violence to violence, and violence to a non-violent act born of cowardice.
Conclusion. The end lies in the means as the tree lies in the seed. Ahimsa is not only the road to swaraj, it is the shape swaraj must take.
Gandhi's views on Fascism
Question: Critically analyse Gandhi's views on Fascism.
Gandhi often called fascism Hitlerism, after its high-handed use by Hitler in Germany. He was not a political commentator, so his encounter with fascism was an incidental episode in his thought, and he answered it with letters to Hitler and articles in Harijan.
Anti-rationalism. Fascism negates universal reason, natural goodness and inevitable progress, and puts a premium on soul, emotion and instinct. This does not clash with Gandhi at first sight, since he too attacked extreme intellectualism and built Satyagraha on soul force. The difference is that fascist disbelief in universal reason produced racial superiority and ultra-nationalism, while Gandhi's belief in universal reason was the foundation of universal truth.
Struggle and leadership. Fascism treats constant struggle as law and war as a place of honour. Gandhi called that playing with fire and held that suffering, not the sword, is the badge of the human race. Fascist leadership is elitist and patriarchal, while Gandhi gave the views of followers equal weight and kept women central to every movement he led.
Conclusion. Hitlerism can never be defeated by counter-Hitlerism. It breeds only a superior Hitlerism, so soul-force is the only reply.
Satyagraha and its techniques
Question: What do you mean by Satyagraha? Discuss the various techniques attached to it.
Satyagraha joins satya and agraha. Satya comes from sat, meaning being, abiding, right, self-existent essence. Agraha comes from the root grah, to seize or grasp. Together they mean holding on to truth, that is, truth-force or soul-force, a term Gandhi settled on in March 1921.
The four techniques, after Raghavan N. Iyer (1973). 1. Purificatory and penitential devices: pledges, prayers and short fasts. 2. Non-cooperation: hartal, boycott, strikes, fasting unto death and hijrat, the migration advocated to the peasants of Bardoli in 1928. 3. Civil disobedience: picketing, marches and non-payment of taxes, which he called one of the quickest ways of overthrowing a government. 4. The Constructive Programme, the most novel mode of all.
Conclusion. Satyagraha is the non-violence of the strong, not passive resistance. Days before his death Gandhi said political freedom means nothing without economic, social and moral freedom.
Those are five of the 27. The remaining 22, including every short-note pair for Q5 and Q10 of the paper, are in the complete file. If you want to compare this writing against the real papers first, our IGNOU Previous Year Question Paper collection is open to everyone.

WhatsApp 9899436384 for the MGP 004 file3. How the MGP 004 Guess Paper Was Built from Six Question Papers
Six term-end papers were read question by question, tabulated topic by topic, and only then were the 27 answers written. The sessions used were December 2023, June 2024, December 2024, June 2025, December 2025 and June 2026. IGNOU holds two term-end sessions a year, June and December, so those six papers are three full years of the paper's behaviour.
Three signals decided what went into the file. First, straight repeats: techniques of Satyagraha and Gandhi on fascism have each come back four times in six sessions. Second, due gaps: rights and duties, and purity of means and ends, are core units that have been quiet, which historically means they are next. Third, unit coverage, because a question can only come from those sixteen units and nowhere else.
Then came the writing rule that matters most. Nothing enters an answer unless the IGNOU block for MGP 004 contains it. Bondurant, Parekh, Galtung, Iyer, Kumarappa, Dalton, Heywood, Gene Sharp and Thomas Weber are named because the course material names them. You can check the sixteen units yourself on eGyanKosh, the official IGNOU repository, and the exam instruction on any official MGP 004 question paper.
A guess paper is a probability exercise, not a leak. What this method guarantees is coverage, so that whichever five questions the examiner prints, you have prepared well beyond five.
4. MGP 004 Exam Pattern, Marking Scheme and Answer Length
MGP 004 is a two-hour paper of 50 marks in which ten questions are printed, five in each section, and you answer any five with at least two from each section. Every question carries 10 marks and there is no objective or Part-A component.
| Element | Detail | What it means while writing |
|---|---|---|
| Duration | 2 hours | About 22 minutes per answer including reading and choosing |
| Maximum marks | 50 | Five answers of 10 marks each, no internal choice inside a question |
| Questions printed | 10, in Section I and Section II | Some sessions print them as Section A and Section B, the split is identical |
| Questions to attempt | Any 5, minimum 2 per section | Preparing only Blocks I and II cannot get you through the paper |
| Word limit | About 500 words per answer | December 2025 and June 2026 both printed 500, earlier papers said 400 |
| Question 5 and Question 10 | Short notes with two parts | 5 marks per part, so roughly 250 words each, two separate mini answers |
| Practical or project | Not applicable | MGP 004 is purely theoretical, marks come only from the written paper |
Two mistakes cost more marks here than weak content. Writing a 900-word answer to a 10-mark question steals the time you needed for the fifth answer. And attempting four or five questions from one section breaks the instruction printed on the cover, so the extra answers are not counted.
5. Unit Index of MGP 004 Gandhi's Political Thought with Question Mapping
All sixteen units are covered by the 27 questions, and the table below shows which question answers which unit. Section I of the paper is drawn from Units 1 to 8, and Section II from Units 9 to 16, which is why the file is ordered the same way.
| Block and Unit | Unit title | Topics that actually get examined | File questions |
|---|---|---|---|
| Block I, Unit 1 | Introduction to Gandhian Political Thought | Ruskin, Tolstoy, Thoreau, Socrates and Salt as influences; the three principles from Unto This Last; rejection of Western civilisation | Q1, Q2, Q3 |

| Block II, Unit 5 | Rights and Duties | Nine rules of Satyagraha, steps from negotiation to parallel government, duragraha, rights derived from duties, rights of women | Q9, Q13(a) |

| Block III, Unit 11 | Fascism | Hitlerism, fascist anti-rationalism, racialism and the Aryan claim, ultra-nationalism, everything for the state dictum | Q17, Q18 |
| Block III, Unit 12 | Gandhi's Views on Socialism and Communism | Four grounds of criticism, rejection of the class basis, daridranarayana, social transformation, dictatorship of the proletariat | Q19, Q20 |
| Block IV, Unit 13 | Gandhi on Structural Violence | Galtung's definition and his Varanasi year, direct against indirect violence, Petra Kelly's 1984 figures, vasudhaiva kutumbakam | Q21 |
| Block IV, Unit 14 | Satyagraha as a Means of Conflict Resolution | Satya and agraha, Iyer's four categories of technique, Galtung's conflict norms of 1992, Weber's propositions of 2001, third-party intervention | Q22, Q23 |
| Block IV, Unit 15 | Gandhi on Pacifism | Absolute against qualified pacifism, patriotic realism, the change of 1942, the Gita on unselfish action and detachment | Q24, Q25 |
| Block IV, Unit 16 | World Order | Four requisites of a just peace, Shanti Sena, pluralism and toleration, war as the unsolved problem, non-violence and total development | Q26, Q27 |
If any unit in that table feels unfamiliar, read the block first and then the answer, in that order. The unit-wise PDFs sit in our MGP 004 Study Material section, and this guess paper is meant to sit on top of them, not replace them.
6. Repeat Topics in MGP 004 Across the Last Six Sessions
Twelve topics account for most of what MGP 004 has asked since December 2023, and every one of them is answered in full inside the file. The count below is taken from the six papers named earlier, not from memory.
| Topic | Sessions it appeared in | Why it is on the priority list |
|---|---|---|
| Techniques of Satyagraha | June 2024, June 2025, December 2025, June 2026 | Four appearances in six papers, and Iyer's four categories are easy structured marks |
| Gandhi on fascism | June 2024, December 2024, June 2025, June 2026 | The only unit where you must present the ideology first and Gandhi's reply second |
| Satyagraha in conflict resolution | June 2024, December 2024, June 2026 | Galtung's norms and Weber's propositions are named in the book, so they are markable |
| Liberalism and constitutionalism | June 2024, June 2025, June 2026 | Appears almost every June session, and rarely in December |
| Gandhi as a critic of the West | June 2025, December 2025, June 2026 | Three sessions running, the most stable question in Section I |
| Notions of State and Swaraj | June 2024, December 2025, June 2026 | Overlaps with Ramrajya and enlightened anarchy, so one answer serves two questions |
| Structural violence | December 2023, June 2025, December 2025 | Carries the Galtung link that examiners expect to see named |
| Non-violent struggle against colonialism | December 2023, December 2024, June 2026 | Needs Champaran, Rowlatt and Chauri Chaura in the right order |
| Critique of industrialisation and machinery | December 2023, June 2025, June 2026 | Two separate questions have been set from one unit, so prepare both angles |
| Requisites for a peaceful world order | December 2023, December 2025, June 2026 | The four requisites are countable points, the cheapest ten marks in Section II |
| Purity of means and ends | Not asked since December 2023 in this form | A due gap on a core unit, which is why it is tagged HIGH rather than LOW |
| Rights and duties | Not asked directly in the six sessions read | Unit 5 is the title unit of Block II, so a direct question is overdue |
Read that table as weather, not as a timetable. Two topics on the list are there because they have been absent, and absence is the pattern that catches most students out in December sessions.
7. Who the MGP 004 Solved Guess Paper Is Made For
MGP 004 is studied in four IGNOU programmes, and this file serves all four because the course code, the syllabus and the paper are the same in each.
- Master of Arts (Political Science), programme code MPS, where MGP 004 runs in the second year
- Master of Arts (Gandhi and Peace Studies), programme codes MGPS and MAGPSOL
- Post Graduate Diploma in Gandhi and Peace Studies, programme code PGDGPS
- Master of Arts (History), programme code MAHI, where it is taken as an elective
It suits three kinds of learner in particular: the working student who has four courses to clear in one session, the learner who has the blocks but cannot tell which unit deserves an evening, and the repeater who failed once and does not want to walk into the same paper unprepared. If you are clearing several courses this session, the wider MPS Guess Paper set covers the other codes in your programme.
It is not for someone hoping to pass without reading. Five answers of 500 words is real writing, and the file gives you the content, not the handwriting.
8. How to Use the MGP 004 Guess Paper in Your Last Ten Days
Work priority first, section balance second, and write at least four answers by hand before the exam. The plan below is the one our students report back as workable.
- Days 1 to 3. Read every HIGH question in Section I, Units 1 to 8. Do not write yet, just read and mark the numbered lists you will need to recall.
- Days 4 to 6. Same for Section II, Units 9 to 16. Fascism, socialism, structural violence, Satyagraha and world order, in that order.
- Day 7. Learn the counts. Eleven items of the Constructive Programme, four techniques of Satyagraha, four requisites of world order, three pillars of Swaraj. These are the marks nobody can argue with.
- Day 8. Write two full answers by hand with a clock running, 22 minutes each, then check what you left out.
- Day 9. Cover the MEDIUM questions and both short-note pairs, since Q5 and Q10 are short notes in almost every session.
- Day 10. Revise only the opening quotations and the conclusion lines. Those two lines are what the examiner reads first and last.
One habit is worth more than any of the ten days: write the ideology before you write Gandhi's reply to it. Answers that mix the two lose marks even when every fact in them is correct.
9. How to Get the Complete MGP 004 Guess Paper with Answers
Message 9899436384 on WhatsApp with the course code MGP 004 and the session you are appearing in, and the complete PDF is shared with you. You have seen 5 of the 27 answers on this page. The other 22, including every short-note pair, are in the file.
Tell us the session you are writing, June 2026 or December 2026, so you are sent the current edition. The file is the same 30-page PDF for both, since the same six papers govern both sessions. Delivery is on WhatsApp during working hours, and any doubt you have after reading an answer can be asked on the same number.
10. MGP 004 Gandhi's Political Thought Questions Students Ask
Is this MGP 004 guess paper valid for both June 2026 and December 2026?
Yes. The same file serves both sessions because it was built from the six papers up to June 2026, and IGNOU sets MGP 004 from the same sixteen units in June and December alike. The priority tags account for both, marking the topics that repeat every session as well as the units that have been absent and are now due.
How many questions does the MGP 004 guess paper contain?
Twenty-seven questions with complete answers, spread over 30 pages. Five of them are reproduced in full on this page, which leaves 22 inside the file. The term-end paper itself prints ten questions and asks you to write only five of them, so 27 prepared answers give you a wide margin of choice in the hall rather than one lucky guess that either lands or does not.
Are the MGP 004 answers written from the IGNOU book or from outside sources?
Strictly from the IGNOU study material for all sixteen units of the course. No outside definition, outside scholar or outside date has been added anywhere, because wrong attribution loses marks in this paper rather than earning them. The scholars named inside, including Bondurant, Parekh, Galtung, Iyer, Kumarappa and Thomas Weber, appear only because your own blocks name them first.
Which programmes can use this MGP 004 solved guess paper?
MA Political Science (MPS), MA Gandhi and Peace Studies (MGPS and MAGPSOL), the Post Graduate Diploma in Gandhi and Peace Studies (PGDGPS), and MA History (MAHI) where it is taken as an elective. The course code, the units and the term-end paper are identical across all four, so one file works for every one of them.
Does MGP 004 have a practical file or project along with the paper?
No. MGP 004 Gandhi's Political Thought is a written theory course with no practical file, no laboratory record and no viva component of any kind. Your marks come from the term-end paper of 50 marks and from the assignment you submit through your study centre. That is why this guess paper carries written answers only, and why you will find no practical index in it.
How long should each MGP 004 answer be in the term-end examination?
About 500 words for each answer, which is the instruction printed on both the December 2025 and the June 2026 papers. Older sessions said 400 words instead. For Question 5 and Question 10, the short notes, write roughly 250 words for each of the two parts. Writing 900 words for a 10-mark question only costs you the time you needed for your fifth answer.
Will the same questions appear in the MGP 004 December 2026 paper?
Nobody can promise that, and we do not. A guess paper works on frequency and on gaps, not on access to the paper. What the analysis gives you is coverage of all sixteen units, so whichever five questions are set, you should find more than five you can answer confidently in the two hours available.
How do I get the complete MGP 004 file with answers?
Send a WhatsApp message to 9899436384 with the course code and your session, June 2026 or December 2026. The complete 30-page PDF is shared with you on the same number, and you can ask a doubt there afterwards if a particular answer needs explaining. Sample answers on this page are there so you can judge quality first.
