Course Overview

MPSE 01 Solved Guess Paper 2026 is a 16 page revision file that carries 13 exam-ready questions for India and the World, each one answered in full and each one picked after reading the last six IGNOU Term-End papers from June 2023 to December 2025. It is built for one purpose only, which is to get a Master of Arts Political Science learner through the two-hour paper without reading all 17 units twice.

Most learners reach the last fortnight with a 400 page block set and no idea which 60 pages actually matter. This file answers that question first and then hands over the answers, written the way an IGNOU evaluator likes to read them: a definition to open, numbered points in the middle, a scholar or a date wherever the textbook names one, and a closing evaluative line.

What the MPSE 01 Solved Guess Paper 2026 Actually Contains

Thirteen questions, thirteen pages of written answers, one unit-wise map and one frequency table, packed into a 16 page PDF. Twelve of the thirteen are 10 mark long answers at roughly 250 words each. The thirteenth is a two-part short note question worth 5 plus 5, with each note kept near 150 words, matching the way the short-note question is actually set.

The questions are not a random shortlist. They are phrased the way IGNOU phrases them, so you will see instructions such as "critically evaluate", "examine the structure and functions of" and "describe the beginning of the new relationship between". Learning an answer against the real command word matters more than learning the topic, because the command word is what the evaluator scores against.

Alongside the answers sit two things that most sellers leave out. The first is a per-question tag showing the unit it belongs to and the exact sessions in which it last appeared. The second is a short "what not to over-prepare" list naming the topics that showed up once in six papers and have not come back. Both exist so you can stop reading when you are done, rather than reading until the night before.

If you are still deciding between courses, the full catalogue of IGNOU Solved Guess Paper files covers most second-year MPS electives in the same format, so you can pick up two or three at once and revise them as a set.

MPSE 01 Guess Paper Sample Questions With Full Answers

Five of the thirteen questions are printed here in full, one from each of five different areas of the syllabus, so you can judge the answer quality before you pay. Nothing is trimmed. What you read below is exactly what sits in the PDF, at the same length and in the same structure.

Sample 1 of 5Unit 210 marksLast appeared: Jun 2023, Dec 2023, Dec 2024, Jun 2025, Dec 2025

Explain the Realist and Idealist (Interdependence) approaches to the study of India's foreign policy.

Approaches to the Study of India's Foreign Policy

India's foreign policy combines various influences, factors, goals and mechanisms, and for these reasons no single theoretical approach is appropriate for its study.

Major Approaches

  1. Political Realist and Complex Neo-realist: Power is the basis of inter-state relations, seen in conflictual modes with each state pursuing its own interests. External security and national unity are paramount, India is viewed as a potential great power, and China is seen as a strategic rival.
  2. Neo-realism: Concedes that international order may rest on the convergence of interests among actors and not on conflict alone, while still retaining the primacy of politics.
  3. Interdependence and Complex Interdependence: The international system is much more than an inter-state system. Non-state and trans-state actors such as corporations, NGOs and financial agencies matter, economic globalisation is central, and geo-economics takes precedence over geo-politics.
  4. New World Order: Globalisation is the hegemonic order led by the United States and imposed on the South, rolling back the Nehruvian framework and threatening national autonomy.
  5. Non-alignment and the Nehruvian Consensus: For long the most significant approach, built on the ideals of the freedom struggle. It secured independence of decision-making and blended idealism with national interest.

Conclusion: No single framework explains India's foreign policy. Realist, interdependence and non-aligned approaches together capture its blend of security, economic and normative concerns.

Sample 2 of 5Unit 410 marksLast appeared: Dec 2024, Jun 2025

Examine the structure and functions of India's Ministry of External Affairs in conducting foreign relations.

Role of the Ministry of External Affairs

The Ministry of External Affairs is the ministry expected to provide intelligent and accurate answers on foreign affairs, as it is supposed to be the storehouse of expert knowledge on foreign affairs.

Structure

  1. Political head: The Minister of External Affairs heads the MEA. Policy recommended by experts is cleared or modified by the Minister, with several decisions needing Cabinet approval.
  2. Permanent head: The Foreign Secretary, a senior IFS officer, is the permanent head and chief adviser, assisted by Foreign Secretary (West) and Foreign Secretary (East).
  3. Divisions: Work is divided into 24 divisions, of which 12 are territorial, eleven are functional (Protocol, External Publicity, Historical, Policy Planning, UN and others) and one is administrative, each headed by a joint secretary.

Functions

  1. Embassies abroad: IFS officials man embassies that collect information, aided by specialised attachés for agriculture, military, industry and science.
  2. Intelligence: The Research and Analysis Wing gathers foreign intelligence and the Intelligence Bureau internal intelligence, both crucial to policy-making.
  3. Planning: After the 1962 Chinese attack a research and planning capacity grew, which today is the Policy Planning and Research Division.

Conclusion: As the storehouse of expertise, the MEA advises on, formulates and implements India's foreign relations through its minister, its Foreign Secretary, its 24 divisions and its overseas missions.

Sample 3 of 5Unit 610 marksLast appeared: Dec 2025

Critically evaluate Nehru's foreign policy.

Foreign Policy under Nehru

Non-alignment was Nehru's answer to the dilemma the nation faced. It did not mean neutrality, it meant India retained the independence of decision-making on issues that affected her interests.

Main Features

  1. Non-alignment: India kept away from both the American and Soviet blocs to protect newly won independence, refusing entanglement in NATO or Warsaw type alliances.
  2. Anti-colonialism: Goals announced in 1946 included ending colonialism and racism and building close ties with China and Asian neighbours.
  3. Faith in the UN: Nehru took the Kashmir issue to the United Nations in 1948, trusting its sense of justice.
  4. Panchsheel: The 1954 agreement with Chou En-lai rested on mutual respect, non-aggression, non-interference, equality and peaceful co-existence.

Critical Assessment

  1. Strength: Skilful diplomacy kept India prominent and sought to reset international norms away from power politics.
  2. Weakness: Reliance on the doctrine of defence by friendship failed against China in 1962. J. Bandopadhyaya held that Nehru's idealistic reading of India-China relations explained the absence of strategic planning.

Conclusion: Nehru gave India an independent, principled and globally respected foreign policy, yet the 1962 debacle exposed the limits of idealism when it is not backed by military preparedness.

Sample 4 of 5Unit 1010 marksLast appeared: Jun 2023, Dec 2023, Jun 2024, Dec 2024, Jun 2025

Examine the geopolitical connection of India and South-East Asia and its impact on trade and investment.

India and South-East Asia

The Association of South East Asian Nations was born in 1967 and was aimed at promoting regional trade, investment and joint ventures. It proved to be the nucleus of regional cooperation.

From Cold War Distance to Partnership

  1. Cold War estrangement: India opposed SEATO and recognised the Vietnam-installed Heng Samrin regime, which left it isolated in a region under American influence.
  2. Look East turn: After liberalisation under Narasimha Rao and Manmohan Singh in 1991, ASEAN found India and Vietnam complementary.
  3. Dialogue partnership: ASEAN offered sectoral partnership in 1992 covering trade, investment, tourism and science, then upgraded it to full dialogue partnership in 1995, with India joining the ASEAN Regional Forum.

Trade and Investment

  1. Growing trade: Two-way trade with Thailand, Malaysia and Singapore each crossed a billion dollars, with India exporting gems, engineering goods and pharmaceuticals.
  2. Connectivity: BIMSTEC, formed in 1998, and the Mekong-Ganga Cooperation link India's north-east with Myanmar and Indo-China.
  3. Security cooperation: Joint naval exercises, ARF membership and shared concern over terrorism and Chinese assertion deepened ties.

Conclusion: Geopolitical proximity and economic reform turned India's Cold War distance from South-East Asia into a vibrant ASEAN partnership in trade, investment and security.

Sample 5 of 5Unit 1410 marksLast appeared: Dec 2023, Jun 2025, Dec 2025

Critically examine India's disarmament policy.

India's Disarmament Policy

Disarmament and the promotion of world peace have always been basic objectives of India's foreign policy, and nuclear disarmament in particular has always been a matter of concern to India.

Key Initiatives

  1. 1954: India proposed an immediate suspension of all nuclear-weapon testing pending a comprehensive test ban.
  2. 1964: It urged the stopping of both vertical and horizontal proliferation of weapons.
  3. 1982: India offered a five-point programme including a freeze, a production halt and a treaty on general and complete disarmament.
  4. 1984: With Argentina, Greece, Mexico, Sweden and Tanzania it launched the Five-Continent Six-Nation Peace Initiative.

Stand on Treaties and Pokharan II

  1. Non-discrimination principle: India rejected the NPT as discriminatory and opposed the final CTBT for permitting nuclear states to continue research, demanding instead a time-bound path to a nuclear-weapon-free world.
  2. Post-1998 doctrine: After the May 1998 tests Vajpayee declared a minimum but credible deterrent, a voluntary moratorium, a no first use policy and continued commitment to global disarmament.

Conclusion: India's disarmament policy consistently demanded equal, non-discriminatory and time-bound global nuclear disarmament, a stance it maintained even after becoming a nuclear-weapon state in 1998.

The other 8 questions in the file cover the determinants of foreign policy, the role of political parties, India and the United States after the Cold War, India and the European Union, Indo-Russian relations, India and West Asia, India and Africa, and a two-part short note on the National Security Council and the formation of SAARC.

MPSE 01 India and the World Unit Wise Syllabus and Coverage Table

MPSE-001 runs to 17 units and this guess paper draws its 13 questions from 11 of them. The table below lists every unit in the official IGNOU syllabus, the themes that sit inside it, and whether a question from that unit made the cut. The six units marked as not selected are there deliberately, because they have not produced a repeat question in the six papers we read.

Because MPSE 01 sits in the second year of the Master of Arts (Political Science) programme, most learners are taking it alongside three other electives, which is exactly why a unit-level map matters. You can see at a glance that Units 12, 15, 16 and 17 are the ones to leave for the end.

How the MPSE 01 Important Questions Were Selected

Six consecutive IGNOU Term-End papers for MPSE-001 were read question by question, from June 2023 through to December 2025, including the most recent December 2025 paper. Every question was logged against the unit it came from, and the resulting count decided what went into the file and what stayed out.

Three rules governed the shortlist. A topic that appeared four or more times went in automatically. A topic that appeared two or three times went in if it was the strongest claim in its unit. A topic that appeared once was dropped, unless it was a recent-paper item that had not yet had a chance to repeat, which is why Nehru's foreign policy is in despite a single December 2025 appearance.

The answers themselves were then written from the IGNOU study material rather than from general reading, which is why the scholars the textbook names, A. Appadorai on tradition and J. Bandopadhyaya on Nehru's China policy, appear where the book places them. An evaluator marking against the block content recognises those names, and a general answer written from the internet does not carry them.

You can verify the source papers yourself. IGNOU publishes past MPSE-001 papers through its official pre-question paper archive, and the full block set is on eGyanKosh. If you would rather work backwards from the originals, our IGNOU Previous Year Question Paper collection has the same six sessions in one place.

Six Session Frequency Analysis of IGNOU MPSE 01 Important Questions

Twenty-seven distinct topics were set across the six papers, and only eleven of them repeated often enough to earn a HIGH priority tag. The table reproduces the full log so you can see the reasoning rather than take the shortlist on trust. A tick means the topic was set in that session.

Read the LOW rows as a permission slip. Learning them costs you a full evening that is better spent on the four HIGH topics you are still shaky on.

MPSE 01 Question Paper Pattern and Marking Scheme for 2026

The MPSE-001 Term-End paper runs for 2 hours, carries 50 marks, and asks you to attempt five questions in all with at least two taken from each of the two sections. All questions carry equal weight at 10 marks each, and Section B normally holds one short-note question set as two notes of 5 marks apiece.

MPSE-001 India and the World Term-End Examination pattern and the word targets used in this guess paper
ElementDetailWhat it means for you
Duration2 hoursRoughly 22 minutes per answer once you subtract reading and choosing time
Maximum marks50Passing at 40 per cent needs 20 marks, which two strong answers and two partial ones can deliver
SectionsTwo, Section A and Section BYou cannot answer all five from your favourite section, so prepare across both
Questions to attemptFive in all, minimum two per sectionThirteen prepared questions gives you a comfortable margin over the five you need
Marks per question10 eachNo question is worth skimping on, so budget your time evenly
Short-note questionUsually in Section B, 5 plus 5Two separate notes, each needing its own opening line and its own closing point
Word target for 10 marksAbout 250 words in this fileLong enough to carry six substantive points, short enough to finish on time
Word target for 5 marksAbout 150 words in this fileFour crisp numbered points with a definition-style opener
Internal choiceNone beyond the section rulePlan your five in the first three minutes and do not change your mind midway

One practical warning. Because there is no internal choice inside a section, a learner who prepares only the six most famous topics can walk into a paper where four of them sit in the same section. Preparing thirteen across the syllabus is not over-preparation for MPSE 01, it is the minimum insurance the section rule demands.

Does MPSE 01 India and the World Have a Practical File

No. MPSE-001 India and the World is a 4 credit theory elective with no practical component, no lab record and no practical file to submit. Your assessment consists of the tutor-marked assignment and the Term-End Examination, and nothing else.

This matters because the question comes up often, usually from learners who have moved across from a science or education programme where a practical file is routine. Within the Master of Arts Political Science structure, the practical or field-work element appears in the dissertation option rather than in the taught electives, so there is nothing of that kind to prepare for MPSE 01.

We say this plainly because some sellers list a practical file for courses that do not have one. If a page offers you an MPSE 01 practical file, treat it as a signal to look elsewhere.

Learners who want the underlying block content alongside these answers usually pair the file with the MPSE 01 Study Material set, which carries the unit summaries the answers are drawn from.

Who the MPSE 01 Solved Guess Paper Is Built For

This file suits a learner with two to three weeks left who needs a defined, finishable target rather than an open syllabus. It is not a substitute for the block set if you have three months and the appetite to read it.

It works best for four groups. Working learners who can spare an hour a night and need that hour to count. Learners repeating MPSE 01 after a backlog, who already know the terrain and need the answer structure. Learners writing in English as a second language, who need model sentences to lean on. And learners who read the blocks months ago and have forgotten the specifics, who need the dates and the scholar names back in their heads quickly.

It suits you less if you are aiming for a distinction and want full command of all 17 units, or if your regional centre has a reputation for setting the less common topics. In those cases treat the file as your core and read Units 15 to 17 on top of it.

Learners taking several electives together often pick the whole set at once, and the MPS Guess Paper bundle covers the other second-year courses in this same 13 question format.

How to Use the MPSE 01 Guess Paper in Your Last Ten Days

Ten days is enough for all thirteen answers if you take two a day for six days and spend the last four on recall and timed writing. Reading the file once end to end does very little. Writing three answers from memory does a great deal.

  1. Days 1 to 6, two answers a day. Read the answer, then close the file and rewrite the numbered points from memory on paper. If you recover four of the six points, move on.
  2. Day 7, the dates sheet. Pull every year that appears across the thirteen answers onto one page. 1954, 1962, 1971, 1985, 1992, 1998 and 2000 will each earn you a mark somewhere.
  3. Day 8, the scholars and quotations. A. Appadorai on tradition, J. Bandopadhyaya on the 1962 failure, the Zia ur Rehman working paper of 1980. Three names, three contexts, learned properly.
  4. Day 9, one timed mock. Two hours, five answers, one of them a short note, at least two from each section. Write on the same paper size you will get in the hall.
  5. Day 10, the frequency table only. Read page 16 twice, confirm you can name the six points of any HIGH topic, and stop. Do not open a new unit on the last day.

One habit is worth more than the rest. End every answer with a genuine evaluative sentence rather than a restatement. An answer that closes with the limits of a policy reads as analysis, and analysis is what separates a 6 from a 9 on a 10 mark question in MPSE 01.

How to Get the Complete MPSE 01 Guess Paper on WhatsApp

Message 9899436384 on WhatsApp with the code MPSE 01 and you will get the complete 16 page PDF, with all 13 answers including the 8 not printed on this page. There is no account to create and no download portal to navigate.

Send the course code and your session, either June 2026 or December 2026. You will be told the price and the payment method, and the file reaches you as a PDF on the same WhatsApp thread once payment is confirmed. Keep the thread, because that is also where you raise a doubt if an answer is not clear.

If you are unsure whether the file matches your session or your regional centre's paper style, ask before you pay. Send us the last question paper you attempted and we will tell you honestly whether these thirteen questions would have covered it.

MPSE 01 Guess Paper Frequently Asked Questions

The eight questions below are the ones our WhatsApp desk is asked most often about MPSE 01, answered directly and without hedging.

What exactly is included in the MPSE 01 Solved Guess Paper for 2026?

The file holds 13 questions with complete written answers across 13 pages inside a 16 page PDF. Twelve are 10 mark answers of roughly 250 words and one is a two-part short note of 150 words each. It also carries a unit tag per question, a last-appeared record, a frequency table and a list of topics not worth over-preparing.

Is the MPSE 01 guess paper valid for both June 2026 and December 2026?

Yes. IGNOU conducts only two Term-End Examination sessions each year, in June and in December, and the same syllabus applies to both. This file targets both 2026 sessions. Question selection is based on repetition patterns rather than on a single session, so a topic that carries into December remains just as relevant as it was in June.

How were the MPSE 01 important questions chosen?

Six consecutive Term-End papers were read, from June 2023 to December 2025, and every question was logged against its unit. Topics set four or more times were included automatically. Topics set twice or three times were included where they were the strongest claim in their unit. One-off topics were dropped unless they came from the most recent paper.

Does MPSE 01 India and the World require a practical file or lab record?

No. MPSE-001 is a 4 credit theory elective within Master of Arts Political Science. There is no practical component, no lab record and no practical file to prepare or submit. Your assessment is the tutor-marked assignment plus the Term-End Examination. Any seller offering an MPSE 01 practical file is describing something that does not exist in the course structure.

How many questions must I attempt in the MPSE 01 term-end paper?

Five questions in all, with at least two taken from each of the two sections. The paper runs two hours for 50 marks and every question carries 10 marks. Because there is no internal choice beyond the section rule, spreading your preparation across both sections matters more than mastering six topics that might sit together in one section.

Can I pass MPSE 01 using only this guess paper without reading the blocks?

Many learners do, and the file is built to make that possible. Being honest about it, thirteen prepared answers against a five-question requirement is a strong margin but not a guarantee, because IGNOU occasionally sets a question from a quieter unit. If you have the time, read Units 15 to 17 as backup. If you do not, this is the strongest single-file option.

How will I receive the MPSE 01 guess paper file after ordering?

As a PDF on WhatsApp. Message 9899436384 with the code MPSE 01 and your session, confirm payment, and the file arrives on the same thread. There is no account, no portal login and no courier. Keep the chat open, because that is also the channel for raising a doubt about any answer in the file later on.

Is this MPSE 01 guess paper an official IGNOU publication?

No. Unnati Educations is an independent academic support provider and has no affiliation with, endorsement from, or association with the Indira Gandhi National Open University. The answers are written from the IGNOU study material and past papers as a study aid. Always treat the official IGNOU blocks and the university website as your primary reference.
