Meaning of Disaster
"Disaster means a catastrophe, mishap, calamity or grave occurrence in any area, arising from natural or man-made causes, which results in substantial loss of life or human suffering or damage to, and destruction of, property, or damage to, or degradation of, environment, and is of such a nature or magnitude as to be beyond the coping capacity of the community of the affected area."
A disaster is thus the product of a hazard meeting a vulnerable community that lacks adequate coping capacity. The DM Act, 2005 explicitly recognises both natural and man-made disasters as falling within the country's disaster-management framework.
Nature of Man-made Disasters
Man-made or anthropogenic disasters are events caused primarily by human action, negligence or error, including the failure of human-built systems. Their key features are human causation, often sudden onset, concentrated impact, and being largely preventable through better regulation, technology and behaviour.
Types of Man-made Disasters

"Search and Rescue (SAR) refers to the systematic operations carried out to locate, access, stabilise and extricate disaster victims trapped in collapsed structures, debris, floodwaters or other hazardous environments, and to evacuate them safely to medical care."
- Phases of SAR. Locate the victim, access through debris or hazard zone, stabilise and give first aid, then safely transport to medical care.
- Light SAR. Carried out by local community, civil defence and home guards using basic tools, often the first response in the golden hour.
- Medium and Heavy SAR. Conducted by NDRF and SDRF with specialised equipment such as concrete cutters, search cameras, listening devices, sniffer dogs and hydraulic spreaders.

BPAG 171 Disaster Management Exam Pattern and Marking Scheme
The BPAG 171 paper runs for three hours, carries 100 marks, and asks you to attempt any five questions out of eight, with a minimum of two from each of the two parts. All questions carry equal marks, and IGNOU's own instruction line asks for answers of about 400 words each.
The structural detail worth knowing is the split. Historically every question was a straight 20 marker. From December 2024 the paper began carrying paired short notes worth 10 plus 10, where you write roughly 200 words on each of two sub-topics. Our guess paper reflects that shift, which is why two of the twelve answers are built as 250 word notes rather than 450 word essays.
Time management follows from the arithmetic. Five answers in 180 minutes leaves about 33 minutes per answer, and roughly 15 minutes for reading, choosing and final checking. How This BPAG 171 Guess Paper Was Built from Six Past Papers
We read six consecutive BPAG 171 question papers, June 2023 through December 2025, logged every question against a topic list, and selected the twelve topics with the strongest repeat pattern.
