3.1 State and Society

What is the State? The State is a political society with four essential elements — population, fixed territory, government, and sovereignty. It acts through law and is endowed with coercive power to maintain the universal external conditions of social order within a community.

What is Society? Society is both an organisation as well as a system of social relationships. It is a social organisation that encompasses a wide web of social relationships, covering all kinds of human interactions, groups, and institutions. It is a much broader and more natural concept than the state.

3.2 Distinction between State and Society

MacIver warns: "To identify the social (society) with the political (state) is to be guilty of the grossest of all confusions." Ancient Greek philosophers, Socrates, Plato, and Aristotle, did NOT distinguish between state and society; for them 'polis' meant both the city and the state.
