IGNOU PGDCC Update: Certificates Reissued with New “Clinical Cardio-Physician” Nomenclature (2006-2013 Batches)

 

The Indira Gandhi National Open University (IGNOU) Student Evaluation Division has released a significant Office Memorandum (dated 17th December 2025) regarding the Post Graduate Diploma in Clinical Cardiology (PGDCC).

If you were a PGDCC student from the 2006 to 2013 batches, you must act now—this update directly affects the recognition of your certification.


What is PGDCC, and why does this update matter?

The Post Graduate Diploma in Clinical Cardiology (PGDCC) is a specialised diploma programme awarded by IGNOU. Over time, regulatory directions from MoHFW and NMC required clarification on:

  • the exact scope of practice
  • the nomenclature of the qualification
  • the validity of earlier-issued certificates

This Office Memorandum formally aligns IGNOU-issued PGDCC certificates with current national medical regulations.

What is the New Update?

As per directives from the National Medical Commission (NMC) and the Ministry of Health and Family Welfare (MoHFW), IGNOU is reissuing Marksheets, Provisional Certificates, and Diploma Certificates.

The key change is the diploma’s new title: “Clinical Cardio-Physician (Non-Invasive).”

Why is this happening?

This change follows the decision of the 84th Academic Council meeting and subsequent directives to align with NMC regulations. The goal is to ensure transparency and proper classification of the qualification in the Indian Medical Register (IMR).

Mandatory Conditions for Practice

The new certificate comes with strict mandated conditions that all diploma holders must adhere to. The memorandum explicitly states:

  • Non-Invasive Only: The diploma holder is designated as a “Clinical Cardio-Physician (Non-Invasive).”
  • No Invasive Procedures: Diploma holders are NOT permitted to perform any invasive cardiology procedures. This explicitly includes Transoesophageal Echocardiography (TEE).
  • Re-Verification Rule: Any investigations conducted by the diploma holder (e.g., ECG, TMT, Echocardiography) that indicate the need for invasive intervention must be confirmed by a qualified cardiologist in accordance with NMC rules.
  • Endorsement: All new certificates will be duly stamped and endorsed by IGNOU in accordance with Ministry guidelines.

2nd Verified List Released (Phase 2)

IGNOU has previously uploaded a list of 1,085 students in July 2025. Now, a second verified list of 204 students who have successfully submitted their IMR (Indian Medical Register) numbers has been released for public reference.

Crucial Warning: Old Certificates are Null and Void

The memorandum issues a strict warning regarding previous documentation:

“The Marksheet/Provisional Certificate and Diploma Certificate of the Post Graduate Diploma in Clinical Cardiology (PGDCC) awarded by IGNOU prior to this… shall be considered null and void.”

If you belong to the 2006–2013 batches, your old certificate is no longer valid for official use. You must obtain the reissued certificate with the new nomenclature.

How to Check Your Status

  • Visit the official IGNOU website.
  • Look for the notification titled: “Post Graduate Diploma in Clinical Cardiology (PGDCC) – Reissue of Marksheet… with new nomenclature.”
  • Download the “2nd Phase of verified list of PGDCC” to see if your name is included.

As per the memorandum, the PGDCC diploma will now be designated as:

This change is not cosmetic. It directly defines what diploma holders can and cannot do in clinical practice.

Mandatory conditions issued by MoHFW & NMC (very important)

Scope limited to non-invasive cardiology

The diploma holder is not permitted to perform:

  • invasive cardiology procedures
  • transesophageal echocardiography (TEE)
  • any invasive cardiac intervention

This is a strict regulatory boundary.


Investigations must be supervised

Any investigations such as:

  • ECG
  • TMT
  • Echocardiography

must be supervised and reviewed by a qualified cardiologist in accordance with NMC regulations.

This ensures patient safety and legal compliance.


Certificates will be officially stamped and endorsed

All reissued certificates will be:

  • duly stamped
  • officially endorsed by IGNOU
  • aligned with Ministry guidelines

This protects diploma holders from future regulatory disputes.


Who does this PGDCC update apply to?

  • PGDCC diploma holders from 2006 to 2013 batches
  • candidates whose certificates were issued before the revised NMC guidelines
  • candidates whose IMR number data has been verified and uploaded

The second phase of verification includes additional candidates whose IMR details were submitted later.


Important clarification on old certificates

As per the Office Memorandum:

Earlier-issued PGDCC Marksheet/Provisional Certificate/Diploma Certificate (2006–2013 batches) are considered null and void unless reissued under the revised nomenclature and conditions.

This makes reissued certificates essential for regulatory validity.
